The decree regulates the establishment of enterprises, participation in enterprise formation and capital contribution to enterprises to commercialize scientific research results and technology development in Hanoi during the 2026–2030 period.
The plan aims to ensure timely, coordinated and effective implementation of Decree No. 271/2025/ND-CP, accelerate the commercialization of scientific research outcomes and technology development and contribute to positioning Hanoi as a leading national and regional center for science and technology and innovation.
Under the targets set, in 2026, the city aims to form at least 20 spin-off enterprises originating from research results of universities and research institutes. During 2027–2030, Hanoi targets the creation of five to ten new spin-off enterprises each year.
Key tasks
The city will step up information and communication activities to introduce and disseminate Decree No. 271/2025/ND-CP and related municipal support policies on spin-off formation to agencies, units, public institutions, organizations and individuals. Communication will take diverse forms, including outreach materials, press information packages, infographics and video clips.
Information will be published on the iHanoi application, the city's electronic information portal, its external information website and social media ecosystem as well as websites of departments, agencies, wards and communes, associations and the business community. Specialized reports and features will be aired on Hanoi Radio and Television, published in Hanoimoi newspaper and other central media outlets and distributed across digital and social media platforms.
Grassroots information systems and visual communication will be strengthened in wards and communes as well as in government offices, universities and research institutes. Communication efforts will also be integrated into major city events such as the National Innovation Day, Hanoi Innovation events and startup forums.
The city will review the legal framework, administrative procedures and incentive and support mechanisms related to spin-off establishment and develop guidance materials on forming spin-off enterprises.
Guidelines will be issued on valuing assets contributed as capital, including intellectual property rights, scientific research results and technology and innovation outcomes of public institutions when establishing or participating in enterprises.
Hanoi will establish a City Spin-Off Advisory Group comprising representatives of relevant agencies to directly exchange information and provide guidance and support to enterprises, research institutes and universities in establishing or participating in enterprises and contributing capital to commercialize scientific research and technology development results under public intellectual property ownership.
The city will select scientific research and technology development results with commercialization potential owned by public universities, public vocational education institutions and public science and technology organizations in Hanoi for enterprise formation or capital participation.
Six resolutions of the City People's Council on science and technology, innovation and digital transformation for the 2026–2030 period will be implemented in a coordinated and effective manner in line with Plan No. 17/KH-UBND of the City People's Committee.
New and breakthrough policies will be proposed for inclusion in the revised Capital Law and in resolutions of the City People's Council to support and develop Hanoi's spin-off ecosystem.
Inspection and supervision will be strengthened over enterprise establishment, participation and capital contribution activities aimed at commercializing scientific research and technology development results under public intellectual property ownership.
Units and individuals with outstanding achievements in implementing the plan will be commended and rewarded.
The municipal People's Committee has assigned the Hanoi Department of Science and Technology as the standing agency. The department will proactively coordinate with the Department for Startups and Technology Enterprises under the Ministry of Science and Technology, the Ministry of Education and Training, public universities, public vocational education institutions, public science and technology organizations and other relevant city agencies to implement the plan.
