Under the plan, the city aims to have 79 of 126 communes and wards meet child-friendly standards. The proportion of children up to eight years old with access to age-appropriate comprehensive care and development services is targeted at 95 percent. The rate of newborns screened for all five required diseases is set at 91 percent.
At least 96 percent of children under one year old are expected to receive all eight mandatory vaccines while the rate for children under five to complete full vaccination is set at no less than 95.1 percent.
The city aims to provide free health insurance cards to 100 percent of children under six. All children are to have electronic health records and receive regular health check-ups or free screening at least once a year.
About 70 percent of children with disabilities will receive access, counseling and guidance on appropriate rehabilitation services and 90 percent of those in need will have access to protection, care and education services in the community. The city will continue to maintain healthcare and nutrition programs to improve the physical strength and stature of children and adolescents aged 0 to 18.
The proportion of children in special circumstances will be kept below 1 percent and all children in this group, as defined by the Law on Children, will receive care and assistance in various forms.
The proportion of abused children will also be kept below 1 percent and all detected cases will receive timely and effective intervention, counseling and support. Child labor is to remain below 1 percent.
All children affected by natural disasters or emergencies will receive timely relief and assistance. The city will maintain zero cases of child marriage and consanguineous marriage in ethnic minority and mountainous areas. More than 99 percent of children under five are expected to be registered at birth.
All children under five will be monitored for appropriate development in health, learning and psychosocial well-being.
The city aims for 99.5 percent of children to attend preschool at the right age and for 100 percent of five-year-olds to complete universal preschool education. All pupils are expected to complete primary education and 99.8 percent are to complete lower secondary education, with the dropout rate at this level reduced to below 0.1 percent.
All schools will establish counseling offices and provide psychological support services for children. All schools will organize or integrate life skills education, with a focus on children's right to participation and knowledge and skills to prevent abuse and injuries.
At least 55 percent of schools are expected to have infrastructure and learning materials suitable for students with disabilities.
About 90 percent of children with disabilities in need of schooling will have access to specialized education, inclusive education and appropriate rehabilitation support. The city aims for 65 percent of communes, wards and townships to have cultural and recreational facilities for children.
About 40 percent of children aged seven and above will be consulted on child-related issues through appropriate forms. Ninety percent of children are expected to improve their knowledge and capacity regarding their right to participation.
About 40 percent of children aged 11 and above will take part in models and activities that promote children's right to participation.
Key tasks and solutions
The city will continue to advise on and effectively implement directives and resolutions of the Politburo and the National Assembly and decisions and programs of the Prime Minister, along with directives, resolutions, programs and work plans of the municipal Party Committee, the People's Council and the People's Committee, and other relevant policies and laws related to children.
Priority will be given to installing and improving surveillance systems in high-risk areas to detect and protect children and to promptly handle violations. The city will improve the reception and processing of reports and denunciations related to risks and acts of child abuse.
Authorities will review, inspect, warn and address unsafe locations such as ponds, lakes, rivers, canals, playgrounds and construction sites, and implement preventive measures such as fencing, warning signs and guidance signs.
A comprehensive review will be conducted of social assistance facilities, with specific guidance and solutions for spontaneous facilities, unqualified facilities and those operating in violation of regulations.
The city will review and reorganize the child protection service system at all levels toward an integrated, inter-sectoral, professional and flexible model.
Procedures for reception, assessment, intervention and support for children in general and abused children in particular will be gradually standardized, with clear responsibilities, clear focal points and the best interests of the child placed at the center.
All child protection service providers will be required to operate in compliance with the law, while service quality and staff skills will be improved.
The city will gradually shift from institutional care for children in special circumstances to family-based and community-based care under a small-home and small-group model.
Digital applications will be developed for child healthcare, with artificial intelligence applied in managing the health of children in special circumstances, operating social assistance facilities and managing state administration in healthcare and social security.
Digital transformation and artificial intelligence will be strongly applied in medical welfare management, social assistance and child affairs, including AI-based counseling on school nutrition and the design of diets that support physical development and stature.
The city will focus on advising and implementing solutions to improve the physical strength and stature of children. Key measures include developing and applying a set of criteria on physical fitness and stature for Hanoi students, along with building a comprehensive program to improve nutrition and increase physical activity for children and adolescents aged 0 to 18.
At the same time, Hanoi will strengthen school nutrition programs and food safety controls, while gradually building and operating a shared child database. This database will closely link healthcare, education, and human development, with particular attention to newborns and five-year-old pupils.A mechanism will be established to strengthen professional coordination between educational institutions and health stations and hospitals in school health services.
Training and capacity building will be provided for staff working in child affairs, health stations, hospitals, social protection centers, social workers and teachers to ensure adequate numbers, strong quality, balanced structure and comprehensive professional capacity to meet new requirements and digital transformation.
Civil servants will be assigned to child affairs at the commune and ward level and public employees will be assigned to child protection and care at commune and ward health stations.
Communication, education and social mobilization on child affairs will be intensified through diversified products and innovative methods, shifting from one-way communication to targeted behavior-change communication, including mass media and digital platforms.
Communication activities will be tailored to each target group and local socio-economic conditions, ensure respect for children's privacy and dignity and prioritize emerging and practical issues in child protection and care.
