Under the decision, an inter-agency Steering Committee and a Supporting Team are formed to implement Plan No. 628/KH-BCA-BNNMT dated October 17, 2025, jointly issued by the Ministry of Public Security and the Ministry of Agriculture and Environment.
The plan focuses on communication efforts, law enforcement and the prevention of violations involving wildlife protection and aquatic resource conservation in Vietnam.

Major General Duong Duc Hai, Deputy Director of the Hanoi Department of Public Security, serves as Head of the Steering Committee. Meanwhile, Nguyen Manh Phuong, Deputy Director of the Department of Agriculture and Environment, is appointed Deputy Head.
Committee members include Lieutenant Colonel Nguyen Xuan Tung, Deputy Head of the Department for Investigation of Corruption, Economic Crimes, Smuggling and Environmental Violations; Lieutenant Colonel Nguyen Manh Cuong, Head of Team 3 of the same department; Le Xuan Thang, Director of the Forest Protection Sub-Department; Bui Huy Khoi, Deputy Director of the Forest Protection Sub-Department; Hoang Thi Nhien, Deputy Director of the Sub-Department of Livestock, Animal Health and Fisheries; and Le Thi Dung, Head of the Division for Aquatic Resource Management and Protection under the same sub-department.
The Supporting Team is led by Captain Tran Tuan Trung, Deputy Head of Team 3 under the Hanoi Department of Public Security’s Division for Investigation of Corruption, Economic Crimes, Smuggling and Environmental Violations. Pham Van Mau, Head of the Legal Affairs and Forestry Violation Handling Division of the Hanoi Forest Protection Sub-Department, serves as Deputy Leader.
Team members include Major Nguyen Huu Hung, an officer of Team 3 under the Hanoi Department of Public Security; Pham Anh Tuan, Deputy Head of the Legal Affairs and Forestry Violation Handling Division; and Do Thi Diu, Deputy Head of the Division for Aquatic Resource Management and Protection under the Sub-Department of Livestock, Animal Health and Fisheries.
Inter-agency task forces proposed by the police will be established based on actual conditions in assigned areas and sectors. Professional units and commune-level police are responsible for reporting and proposing the formation of such task forces to the Deputy Director of the Hanoi Department of Public Security, who is also Head of the Steering Committee.
Upon approval, units may either take the lead or formally request coordination with relevant agencies to conduct inspections and handle violations related to wildlife protection and aquatic resource conservation across the city.
Inter-agency task forces may also be proposed by units under the Department of Agriculture and Environment. Based on operational needs and practical conditions, these units will report and seek approval from the department's Deputy Director, who serves as Deputy Head of the Steering Committee. Once approved, the proposing units will lead coordination with the Hanoi Police and local authorities to conduct inspections and handle violations in accordance with regulations.
The Steering Committee is responsible for directing the implementation of Plan 628 and reporting results to the Hanoi People's Committee. It oversees coordinated activities in communication, enforcement and violation handling to prevent illegal acts involving wildlife, migratory birds and aquatic resources. Committee members are tasked with supervising implementation within their respective agencies and consolidating reports as required under the plan.
The Supporting Team assists the Steering Committee in coordinating, monitoring and urging implementation to ensure effectiveness, quality and adherence to timelines. It also carries out other tasks assigned by the Steering Committee.
Inter-agency task forces are responsible for implementing assigned duties under Plan 628 and performing additional tasks as directed by the Steering Committee.
Chairpersons of commune-level People's Committees are responsible for directing professional departments to coordinate closely with local police to monitor conditions on the ground and promptly detect violations related to wildlife protection, migratory birds and aquatic resource conservation. They are also required to assign officials to participate in inter-agency task forces formed by the Hanoi Police, the Department of Agriculture and Environment and commune-level police to inspect and handle violations occurring within their jurisdictions.
