Efforts will be intensified to restructure administrative procedures with the goal of simplifying processes, reusing digitized data, and facilitating data connectivity and sharing under the principle of "One task, one submission; documents submitted once." This initiative aims to ease access for citizens and businesses engaging in online public services during the 2024-2025 period. Additionally, it seeks to enhance transparency in handling administrative procedures and improve the quality and efficiency of services provided to citizens and businesses when they interact with these processes.

The plan will outline the roadmap, specific content, timelines, responsible agencies, and methods for executing tasks related to the restructuring of administrative procedures. It will also enhance the accountability of agency heads and units in directing and organizing the restructuring process, ensuring the effective delivery of online public services for citizens and businesses.
General Objectives:
The initiative focuses on restructuring 100% of administrative procedures that generate over 500 applications annually, ensuring they are accessible through the city's administrative procedure resolution information system and integrated into the National Public Service Portal. This effort aims to reduce the need for in-person visits by organizations and individuals, minimize required documentation, and decrease the number of steps that agencies must process directly or manually in the administrative resolution process. Additionally, it seeks to complete and upgrade the city's administrative procedure resolution information system to comply with relevant regulations, particularly Decrees No. 107/2021/ND-CP (December 6, 2021), No. 42/2022/ND-CP (June 24, 2022), Circular No. 01/2023/TT-VPCP (April 5, 2023), and Circular No. 21/2023/TT-BTTTT (December 31, 2023).
Implementation Steps:
Review of Administrative Procedures: Conduct a comprehensive review of all administrative procedures eligible for full or partial online service provision. This will culminate in a decision by the City People's Committee approving the list of eligible procedures.
Prioritization of Procedures for Restructuring: Develop a list of administrative procedures prioritized for restructuring to simplify online service provision. This selection will consider factors such as the volume of applications, frequency of use by citizens and businesses, and procedures that have received numerous complaints. Approximately 150 procedures are anticipated to be prioritized for restructuring.
Focus on Selected Procedures: Concentrate efforts on restructuring the selected administrative procedures for online service provision, integrating them into the National Public Service Portal.
Effectiveness Evaluation: Assess the effectiveness of the restructuring plan and present it to the City People's Committee for approval to build or enhance the online service system.
Testing Online Services: Conduct tests on the online public services within the city's administrative procedure resolution information system, ensuring these services are optimized and integrated into the National Public Service Portal. This testing should be completed by December 31, 2024.
Remaining Procedures: Departments of the city, along with the Hanoi Management Board for Industrial Zones and Export Processing Zones, the Hoa Lac High-Tech Park Management Board, and the Ethnic Affairs Committee, should proactively research and restructure the remaining administrative procedures for online service provision, following the implementation roadmap in 2025 and beyond.
Simultaneously, the city will work on completing and upgrading the administrative procedure resolution information system to meet the technical requirements specified in the relevant circulars, including enhancing the electronic data management system for organizations and individuals, ensuring data connectivity and sharing with the National Public Service Portal, and conducting necessary connections with other systems such as the Document Management System and the National Databases on Citizens and Enterprises.
Execution Organization:
The directors of the city's departments and heads of various management boards are responsible for leading and organizing the restructuring of administrative procedures, particularly focusing on those selected for online service provision. They must collaborate with relevant agencies to ensure that tasks are carried out as per the plan's objectives and timelines.
The Task Force for Administrative Procedure Restructuring will oversee the implementation of assigned tasks, coordinating with city departments and agencies to monitor progress and ensure the timely completion of responsibilities.
Local governments, including district and commune administrations, should cooperate with city departments and the Task Force in executing their assigned tasks as required.
The Hanoi People's Committee emphasizes that the restructuring of administrative procedures and the enhancement of the resolution information system must be practical and compliant with legal standards. After restructuring, online public services should be rational, scientifically sound, and simple, ensuring convenience for citizens and businesses while meeting state management requirements.
All agencies and units must demonstrate initiative, creativity, and accountability during the execution of their responsibilities. Heads of agencies will be held accountable to the municipal Party Committee, People's Council, and People's Committee for achieving the targets and tasks set forth in the plan and for the digital transformation objectives for 2024-2025, enhancing the quality of service in administrative procedures for citizens and businesses.
