Under the plan, consumer rights protection activities will be carried out throughout 2026 under the theme "Information security – Trust building – Sustainable consumption."
The plan aims to strengthen communication and legal dissemination to bring the Consumer Protection Law and related legal documents to all groups, create a strong shift in legal awareness and compliance in consumer protection and improve the effectiveness of law enforcement.
The plan also sets out orientations to clearly define the responsibilities of organizations and businesses for the products, goods and services they provide in accordance with the Law on Consumer Protection.
It seeks to promote a healthy consumption culture and encourage consumers to proactively protect themselves when engaging in transactions. At the same time, it emphasizes stronger management and greater accountability among state agencies and relevant social organizations in the field of consumer protection.
Hanoi will organize practical, effective, creative and cost-efficient activities in response to Vietnam Consumer Rights Day to mobilize and encourage active participation from state management agencies, social organizations, businesses and consumers.
These efforts are expected to contribute to a healthy business and consumption environment, stimulate consumption and promote economic growth and gradually turn Consumer Rights Day into a key driver and highlight of the capital's socio-economic activities.
In 2026, the city will roll out a wide range of notable activities, including the launch ceremony for Vietnam Consumer Rights Day on March 15, 2026; legal communication and dissemination through mass media such as LED screens documentaries newspapers websites banners posters streamers and leaflets; training on the revised Consumer Protection Law; management of multi level marketing activities and related legal documents; inspections of compliance with consumer protection regulations; study visits to exchange experience on state management of consumer protection with several southern provinces; counseling and support for consumers through a dedicated hotline; and commendation of collectives and individuals with outstanding achievements under the "Action for Consumer Rights" program.
The Hanoi People's Committee assigned the Department of Industry and Trade to take the lead and coordinate with the Department of Justice, the Department of Home Affairs and relevant units to review and propose amendments and supplements to related regulations and policies. The goal is to strengthen the effectiveness of state management of consumer protection in line with practical conditions.
The Department of Industry and Trade will also coordinate with the Department of Science and Technology, People's Committees at the commune and ward level and relevant units to step up communication, education and dissemination of policies and laws to raise public awareness of consumer protection.
The department will develop plans for inspection supervision and prevention of violations of consumer rights within its management scope, particularly regarding standard form contracts, general transaction conditions and multi-level marketing. In coordination with other departments and local authorities, it will publicize lists of businesses that violate consumer rights.
Market inspection and control will be intensified to combat smuggling, trade fraud, prohibited goods, smuggled goods, counterfeit products, intellectual property infringement, substandard goods and food safety violations across Hanoi, thereby safeguarding consumer interests.
The Department of Industry and Trade will implement Hanoi's annual Vietnam Consumer Rights Day program as approved and roll out the Businesses for Consumers program.
It will develop guidelines on commendation, performance appraisal and review, and submit proposals to the Chairman of the Hanoi People’s Committee to reward organizations and individuals with outstanding achievements in consumer protection. Measures will also be introduced to encourage and motivate entities that perform this work effectively.
In addition, the department will coordinate with the Department of Home Affairs and People Committees at the commune level and relevant agencies to review and propose improvements to the organizational structure and unified state management mechanisms from the city level to the grassroots level.
This includes clearly defining focal points for coordination, regulation and supervision of consumer protection activities citywide. Training and capacity building programs will be developed to enhance professional competence, ethics and responsibility among officials engaged in consumer protection, following a professional and specialized approach aligned with job positions and submitted for approval in accordance with regulations.
The plan also emphasizes support for the formation, development and effective operation of a network of social organizations involved in consumer protection down to the commune level.
