Hanoi sets up Steering Committee for 2026 Economic Census

Chairman of the Hanoi People's Committee Vu Dai Thang has signed Decision No. 6539/QD-UBND on the establishment of the Steering Committee and its Standing Working Group for the 2026 Economic Census of Hanoi, dated December 31, 2025.

Under the decision, Nguyen Xuan Luu, Vice Chairman of the Hanoi People's Committee, will serve as Head of the Steering Committee. Pham Hoai Nam, Head of the Hanoi Statistics Office, will act as Standing Deputy Head. The Steering Committee also includes 11 members who are representatives of relevant departments, agencies and sectors.

The Standing Working Group assisting the city-level Steering Committee will be headed by Nguyen Thuy Chinh, Deputy Head of the Hanoi Statistics Office. Do Thi Thu Ha, Head of the Department of Industrial and Construction Statistics, will serve as Standing Deputy Head. Nguyen Binh Minh, Head of the Department of Service and Price Statistics, will serve as Deputy Head. 

The Working Group will also include 49 members representing relevant departments, agencies and sectors.

The city-level Steering Committee is responsible for providing overall direction for all tasks related to the 2026 Economic Census across Hanoi. It will oversee the implementation of the census in accordance with the approved census plan and the guidance of the Central Steering Committee for the 2026 Economic Census. 

The head of the city-level Steering Committee is authorized to delegate the Standing Deputy Head to sign professional and technical guidance documents and to organize the implementation of the census plan. The committee will also inspect the organization and implementation of the census at the commune and ward levels.

Members of the city-level Steering Committee will carry out their duties and exercise their powers in accordance with the committee's regulations on organization and operation.

The Standing Working Group will operate under the direct direction and administration of the city-level Steering Committee for the 2026 Economic Census. 

Its task is to assist the committee in organizing and directing the implementation of the main components of the census. These include preparing content for meetings and conferences and developing work plans and activity programs for the Steering Committee to review and decide. The Working Group will also perform tasks assigned by the Head and Standing Deputy Head to support the committee's operations.

The Hanoi Statistics Office will serve as the standing agency of the city-level Steering Committee. 

It will be responsible for developing plans and organizing the implementation of the 2026 Economic Census in line with the approved plan. The office will ensure the operating conditions for the Steering Committee and use its existing organizational structure to support the committee's work without increasing staffing or organizational units.

Members will work in accordance with the regulations on the organization and operation of the city-level Steering Committee. The Head and Standing Deputy Head will use their respective agency seals for the committee's activities. Agencies with representatives on the committee will use their existing resources to support their members' participation.

Members of the city-level Steering Committee will work on a part-time basis and receive benefits in line with current regulations. The committee will automatically dissolve 15 working days after the Central Steering Committee completes its review and announces the preliminary results of the 2026 Economic Census.

The Standing Working Group will be accountable to the city-level Steering Committee for its operations and will use its own agency seal for official activities. Members of the Working Group will work under assignments from the Group Head, on a part-time basis and will dissolve after completing their assigned tasks.
