Accordingly, to ensure effective leadership and direction in serving residents during the New Year and Lunar New Year in a joyful, healthy, safe and economical manner, while upholding the tradition of solidarity and mutual support and ensuring that no one is left behind, the chairman requested departments, agencies and ward and commune authorities to strictly implement Directive No. 05-CT/TU. Several key tasks were highlighted.
First, agencies are required to effectively carry out assigned tasks under Plan No. 350/KH-UBND dated December 18, 2025, on organizing activities for the 2026 New Year and the Lunar New Year of the Year of the Horse.
Implementation must closely follow the scope, requirements and timelines set out in the plan, in line with assigned functions and authority.
The city will mobilize and diversify social resources to provide practical support for residents' material and spiritual well-being so that all people in the capital can enjoy a warm and safe holiday.
Priority will be given to the poor, vulnerable groups, policy beneficiaries, workers who have lost their jobs, elderly people living alone, orphans, children in special circumstances and ethnic minority communities.
Proper arrangements will be made for visits and holiday greetings to veteran revolutionaries, Vietnamese Heroic Mothers, wounded soldiers, families of martyrs and people with meritorious service, intellectuals, artists, respected figures in ethnic minority communities, prominent religious dignitaries and armed forces units on duty during the holiday period, especially in areas far from the city center.
Agencies and units are also required to ensure timely payment of salaries and Tet bonuses to workers.
Second, cultural and artistic activities, art programs, traditional festivals, tree-planting events and New Year celebrations must be organized and managed in a practical and effective manner to serve residents and visitors.
These activities should be linked with external relations, trade promotion and tourism promotion to highlight Hanoi's image as a thousand-year-old capital and a destination that is safe, friendly, high-quality and attractive during the New Year, the Lunar New Year and in celebration of the 14th National Party Congress and other major political events in 2026.
Third, political security, social order and safety, traffic safety, and fire and explosion prevention must be ensured. Authorities are required to proactively monitor developments and promptly detect and handle emerging or complex issues from the ward and commune level, preventing any unexpected situations.
Greenery systems, flower gardens, lawns, public and decorative lighting, electricity and clean water supply must be maintained. Environmental sanitation and the landscape of parks, gardens, streets and residential areas must be kept bright, green, clean and beautiful.
Inspections and supervision will be strengthened to strictly handle violations related to environmental sanitation, urban order and the illegal use of fireworks that threaten security and safety during the holiday period.
Fourth, strict discipline and regulations on revolutionary ethics, exemplary conduct and prohibitions for Party members must be observed, alongside measures to prevent waste and misconduct.
Authorities will intensify inspection and supervision and strictly handle organizations and individuals who violate Party regulations and state laws during Tet, especially acts involving waste or wrongdoing. Visits and holiday greetings to superiors or leaders are not to be organized and the use of public funds for gifts to leaders in any form is strictly prohibited.
Fifth, departments, agencies and ward and commune authorities must proactively review work before the holiday to avoid delays or disruptions and ensure administrative procedures for residents and businesses are not hindered.
During the Tet break, sufficient personnel and resources must be arranged to remain on duty and handle work in a timely and smooth manner. Immediately after the holiday, all agencies and units are required to focus on the coordinated implementation of key tasks for 2026 assigned by central authorities and the city's Party Committee, People's Council and People's Committee, accelerating efforts to successfully achieve socio-economic goals for 2026 and the resolution of the 18th Hanoi Party Congress.
