Accordingly, the city government has agreed to implement the pilot restriction based on proposals and recommendations from the Department of Transport outlined in Official Documents No. 7283/SGTVT-QLKCHTGT dated November 8, 2024, and No. 584/SGTVT-QLKCHTGT dated January 23, 2025. The pilot period will last for six months, beginning in March 2025.

The Hanoi People's Committee has assigned the Department of Transport to take the lead, in coordination with the Hoan Kiem District People's Committee and the Hanoi Police Department, in organizing public awareness campaigns and implementing the vehicle restriction plan.
The department is also responsible for developing traffic management solutions and arranging transit points and shuttle services to minimize the impact on tourism activities. Additionally, authorities will closely monitor traffic conditions to promptly identify and address any issues that may arise, ensuring road safety and reducing congestion in the district.
Following the trial period, the city will conduct an assessment of the plan's effectiveness and overall impact before submitting a report to the Hanoi People's Committee for review and further direction.
