The Plan aims to raise awareness and strengthen compliance with regulations on fire prevention and fighting and rescue and relief among authorities at all levels, heads of agencies, organizations and enterprises, households and each individual.
At the same time, it seeks to continue renewing communication content and methods in a practical and effective manner, creating a clear shift in the movement of all people participating in fire prevention and fighting and rescue and relief.
The city identifies effective fire prevention as the foundation for reducing firefighting needs, with the motto "Every home safe – Every factory, workshop and enterprise safe – Every neighborhood safe – Every commune and ward safe," contributing to ensuring political security and social order and safety across the capital.
Each year, the city strives to ensure that 100 percent of agencies, enterprises, units, establishments and households demonstrate positive changes in responsibility, awareness and compliance with the law, as well as in knowledge and skills related to fire prevention and fighting and rescue and relief.
Communication activities will be implemented widely, targeting leaders of Party committees and authorities at all levels, departments, agencies and mass organizations, employers and heads of establishments, cadres, civil servants and public employees, association members and armed forces, pupils and students, workers in production, business and service establishments, residents living and working in Hanoi and trade union members and members of the Ho Chi Minh Communist Youth Union.
Communication content will focus on the guidelines, policies and laws of the Party and the State on fire prevention and fighting and rescue and relief, the responsibilities of agencies, organizations and individuals in ensuring fire and explosion safety, risks and causes of fires and explosions and skills in prevention, evacuation, initial firefighting and rescue and relief.
At the same time, the city will emphasize communication and replication of effective models such as the Community Education Center on Fire Prevention and Fighting and Rescue and Relief, the Inter Household Fire Safety Team, Public Firefighting Points, the "My Home Has Three" model, Safe Fire Enterprises and Agencies Clusters, Standard Fire Safety Model Markets, Safe Fire Residential Areas, Safe Fire Apartment Complexes and Safe Fire Schools.
Communication methods will be implemented in a diversified manner, combining mass media, grassroots loudspeaker systems, social media, direct communication, banners and posters, and the organization of conferences, seminars, drills, contests and professional competitions.
In particular, Hanoi will promote the application of digital technology and digital transformation in communication. The city plans to develop and deploy digital platforms, including tools such as AI chatbots, to provide the public with timely information on fire prevention and fighting, rescue and relief, as well as related legal knowledge. Automatic response systems will also be established to improve information delivery.
At the same time, interactive technology products simulating fire and rescue scenarios will be developed. These tools will help residents become familiar with hypothetical emergency situations, thereby enhancing communication effectiveness and raising community awareness and compliance with safety regulations.
In addition, Hanoi will enhance and upgrade several functions on the iHanoi application, enabling residents to engage more actively and interact more closely with fire prevention and fighting, rescue and relief forces.
The city will organize mobile fire safety communication activities at locations with large crowds, including pedestrian streets around Hoan Kiem Lake, Trinh Cong Son pedestrian street near West Lake and community education centers on fire prevention and fighting and rescue and relief.
News articles and reports will be published on websites and portals of the Hanoi People's Committee, city departments and agencies, district and ward People's Committees, the Capital Security Newspaper, Hanoi Radio and Television, the VOV Traffic Channel of the Voice of Vietnam, the City Police electronic portal and the City Police fan pages.
The city will continue to maintain key communication programs such as the “114 Case Files” program on the VOV Traffic Channel; the “Fire Prevention and Fighting” and “Fire Safety” sections; the feature “Promoting the Image of the Fire Prevention and Fighting and Rescue and Relief Police Force” on Hanoi Radio and Television; and the “Alo 114 Hanoi Is Listening” section on the electronic platform of the Capital Security Newspaper.
Hanoi Radio and Television will take the lead, in coordination with the City Police, departments, agencies and commune- and ward-level authorities, to conduct regular communication on fire prevention and fighting and rescue and relief knowledge and skills, broadcasting related content at least five times per week.
The city will strengthen mobile communication in crowded areas, maintain specialized sections and feature reports on fire prevention and fighting and rescue and relief in city media agencies and organize professional training and refresher courses for on-site forces, heads of establishments and workers, especially at facilities with high fire and explosion risks.
Communication and professional training on fire prevention and fighting and rescue and relief will be intensified for conditional business establishments, households combining residence with production and business, workers operating and trading at markets, supermarkets and commercial centers and owners of production workshops.
The city will compile, print and distribute communication materials on fire prevention and fighting and rescue and relief.
Visual communication will be carried out through posting notices on bulletin boards and at entrances of agencies, offices, entertainment areas, cinemas, crowded places, public transport vehicles such as buses, apartment buildings, high-rise buildings, production workshops and households and at facilities with fire and explosion hazards.
Particular attention will be given during hot seasons, dry seasons, rainy and storm seasons, the Lunar New Year, the Action Month on Occupational Safety and Health, the National Fire Prevention and Fighting Day on October 4 and major festivals and important political and social events.
Training and guidance will be organized for teachers on teaching materials that provide children and pupils with knowledge and skills on fire prevention and fighting and rescue and relief in educational institutions under the Ministry of Education and Training.
Basic content, knowledge and skills on fire prevention and fighting and rescue and relief will be integrated into compulsory subjects in preschool education programs, general education programs issued by the Ministry of Education and Training and in training programs of higher education institutions.
