The plan aims to concretize the orientations, objectives, and tasks of Hanoi's Supporting Industries Development Program for the 2026–2030 period, with a vision toward 2035.
It also seeks to promote industrial production based on supply chains and global value chains while strengthening supply linkages within the Northern Key Economic Region and nationwide.
The city will intensify efforts to attract investment from all economic sectors into supporting industries to increase both the number and quality of enterprises operating in the sector.
Priority will be given to attracting supporting industry enterprises to the South Hanoi Supporting Industrial Park as well as other industrial parks, high-tech parks, and industrial clusters with completed technical infrastructure.
By the end of 2026, Hanoi is expected to have around 1,040 enterprises operating in supporting industries, striving to meet the targets set out in Decision No. 6126/QD-UBND dated December 10, 2025 approving the Supporting Industries Development Program for the 2026–2030 period, with a vision to 2035.
Between 200 and 500 supporting industry enterprises, along with enterprises producing prioritized, competitive, and key industrial products, are expected to receive support and benefit from the city's policies.
Key Tasks
To achieve these objectives, the plan sets out several key tasks and solutions. These include focusing on enhancing enterprise capacity and fostering linkages by connecting supporting industry manufacturers with customers, enabling them to become suppliers to multinational corporations and other supporting industry producers, both domestically and internationally.
Efforts will also be made to promote and support markets for supporting industry products and provide consulting services for mergers and acquisitions in the sector.
Enterprises will be supported in applying management systems that meet the requirements of global production chains, including corporate governance and production management. Support will also be provided to improve production and management processes in line with international standards.
The plan includes support for workforce training to meet the needs of supporting industry manufacturing sectors.
Support will also be provided for research and development, technology transfer, technology application, and innovation in the pilot production of components, parts, and materials. This includes research and production of essential raw and basic materials, supporting industry manufacturing.
Awareness raising and information dissemination on policies, markets, supply and demand, and production capacity in supporting industries will be carried out through seminars, forums, conferences, newsletters, publications, and promotion via mass media.
International cooperation in supporting industry development will be strengthened, along with investment promotion activities to attract domestic and foreign investment.
These activities include organizing or participating in exhibitions, trade fairs, networking conferences, and national or international investment promotion events. Support will also cover brand registration, mergers and acquisitions consulting, and study missions to exchange experiences in supporting industry development at home and abroad.
The plan also supports the development, operation, and use of databases on manufacturing and supporting industries in Vietnam and internationally. This includes building and operating a supporting industries information portal, providing industry data, and developing and issuing criteria to assess the capacity of supporting industry enterprises.
Enterprises will be supported in applying information technology, digital transformation, and smart factory solutions in production processes, production management systems, and corporate governance to enhance management and manufacturing capacity in line with the requirements of the Fourth Industrial Revolution.
The Hanoi People's Committee assigned the Department of Industry and Trade to take the lead, in coordination with relevant specialized management agencies, in developing and issuing criteria for selecting enterprises eligible for support in 2026.
The department will also organize surveys and assessments to select qualified enterprises and coordinate with relevant departments and units to develop detailed plans for organizing specialized supporting industry trade fairs and exhibitions in Hanoi in 2026.
