According to the Plan, the city aims to ensure that 100 percent of business-related administrative procedures eligible under the law are provided as full-process online public services. The target is to have more than 95 percent of applications in this group received and processed through the full online process.
In 2025, the city will review and restructure 10 to 20 percent of administrative procedures currently offered as partial online services to upgrade them to full-process online services. By 2026, the goal is to convert 50 percent of partial online procedures into full-process online public services.
Six key task groups were identified, as followed:
First, review, assess, analyze and consolidate the list of business-related administrative procedures, with completion scheduled for November 2025.
Second, develop a restructuring plan for full-process business-related administrative procedures under the management of the Hanoi People's Committee.
Third, approve the restructured processes for full-process business-related administrative procedures under the city's authority.
Fourth, adjust, upgrade and finalize the city's administrative-procedure information system, and integrate and test the full-process online public services on the National Public Service Portal.
Fifth, digitize administrative records and results.
Sixth, provide communication, guidance and support to businesses in implementing full-process administrative procedures.
The People's Committee assigned the Department of Science and Technology to ensure infrastructure, technical systems and information-security conditions for implementing full-process procedures for businesses. It will also coordinate communication and guidance to help businesses use full-process online services.
The Hanoi Public Administration Service Center will monitor implementation, advise city leaders, compile progress reports and submit them to the People's Committee as required. It will also advise and urge departments, agencies and related units to carry out the Plan and coordinate closely with them to ensure full-process administrative procedures are handled smoothly and on time.
