General objectives
The plan aims to establish a standardized and comprehensive system of inspection, monitoring and evaluation to meet program management requirements and to unify procedures, methods and tools at all levels.
It seeks to strengthen the capacity of officials involved in program management, coordination, monitoring and evaluation, ensure proper performance of roles and responsibilities and improve the quality of program administration.
The program is to be implemented effectively, in line with its objectives, target groups and legal requirements. The plan calls for the completion and synchronization of the program's database system to ensure connectivity, accuracy and timely updates, serving the effective management, monitoring and evaluation of implementation.
Analytical and forecasting capacity will be strengthened, with the application of risk assessment tools, impact analysis and progress forecasting to support decision-making.
By 2030, 100 percent of officials responsible for managing, coordinating and implementing the program at all levels, and 100 percent of officials within the political system participating in the program, will receive training in program management and coordination. The effectiveness of the standing agency responsible for advising and organizing program implementation will be improved.
All program targets and tasks are to be fulfilled and recommendations and guidelines will be disseminated to enhance implementation effectiveness at all levels.
The reporting regime on monitoring, inspection and evaluation indicators will be strictly implemented, along with the results framework of the program and its component projects and sub-projects.
All digital management and reporting information systems will be put into operation in accordance with the guidance of the Ministry of Public Security and other relevant ministries and agencies, ensuring that all units update and exploit data in accordance with procedures, deadlines and authority.
The plan also requires the public and transparent disclosure of program implementation results through 2030, including progress, resources, target completion levels and socio-economic impacts.
Scope and key contents
Under the plan, the project defines the contents, responsibilities, procedures and methods for monitoring, inspection, evaluation and supervision across the entire city. It applies to project owners, component sub-project owners, implementing agencies and units carrying out tasks under projects, sub-projects and activities of the program, as well as all agencies, organizations and individuals involved in implementation.
Key contents include regular monitoring, periodic evaluation, mid-term evaluation, final evaluation and impact assessment, together with methods, procedures and responsibilities at each level and in each agency and unit.
Community-based investment supervision and the application of digital transformation in management and reporting are identified as important components to improve implementation effectiveness.
Assignments
The Hanoi Department of Public Security is designated as the standing agency of the drug prevention and control program and will assist the municipal People's Committee and the city Steering Committee in leading the implementation of Project 9 in accordance with the direction of the Ministry of Public Security.
The Vietnam Fatherland Front Committee of Hanoi and its member organizations are requested to strengthen guidance to commune-level People's Committees, commune-level component project owners and investors in monitoring, inspection and evaluation for Project 7, Sub-project 4, titled "Improving the effectiveness of drug prevention communication for workers in industrial zones," in accordance with regulations.
The Department of Health will guide commune-level People's Committees, commune-level component project owners and investors in monitoring, inspection and evaluation for Project 6, titled "Strengthening the health response in drug prevention and control."
The Department of Culture and Sports will guide the monitoring, inspection and evaluation of Project 7, Sub-project 1, titled "Drug prevention and control communication."
The Department of Education and Training will guide the monitoring, inspection and evaluation of Project 7, Sub-project 3, titled "Strengthening communication and legal education on drug prevention and control for pupils and students."
The Department of Justice will guide the monitoring, inspection and evaluation of Project 8, titled "Improving access to and enjoyment of services."
