Under the plan, the 2026 enlistment ceremony will be held in a unified manner across the city, ensuring discipline, formality and thrift, while promoting the role and responsibility of the entire political system and military service councils at all levels.
The handover of citizens for military service will be conducted strictly, in sufficient numbers and in full compliance with regulations.
The ceremony will consist of two parts, the festival segment and the formal segment, with full rituals including the announcement of recruitment quotas, the lighting of the traditional flame, the ceremonial drum opening, speeches by representatives of socio-political organizations, new recruits and receiving units.
In 2026, the city will organize eight enlistment sites in the areas of Soc Son, Phuc Tho, Hong Ha, Gia Lam and Thanh Oai, with the participation of wards and communes across the city.
Preparations are scheduled to be completed by 5:00 p.m. on March 2, 2026. A full rehearsal will be held at 8:00 a.m. on March 3, followed by the official ceremony at 8:00 a.m. on March 4, 2026, corresponding to the 16th day of the first lunar month of the Binh Ngo (Year of the Horse).
Participants in the ceremony will include central delegates, leaders of Hanoi, departments, agencies, armed forces, receiving units and a large number of citizens. Forces taking part will include new recruits to the People's Army and the People's Public Security, high school students, war veterans, the Youth Union, the military band and press agencies.
Assignments by the municipal People's Committee
The Hanoi Capital Command, the standing body of the City Military Service Council, will take the lead and coordinate with the City Police, departments, agencies and socio-political organizations to advise the Hanoi People's Committee and the municipal Military Service Council in issuing all necessary leadership documents, directives and plans for the ceremony, and to organize the enlistment handover.
The City Police will mobilize one police formation at each enlistment site to participate in the ceremony, with a strength of 31 officers, including one formation commander.
The Department of Health will instruct commune-level health stations to coordinate with commune-level military commands to review medical examination records of citizens called for service and hand them over to the defense command in accordance with regulations.
Medical personnel and vehicles will be assigned on duty at each site, with one ambulance and one medical team of three staff at each location.
The Department of Finance will provide guidance and ensure funding for the recruitment and enlistment of citizens and their participation in the People's Public Security service in 2026.
The Department of Education and Training will conduct outreach to help students understand the meaning and responsibility of fulfilling military service and public security duties in defending the country. It will build positive awareness and images among students to encourage strong emulation in recruitment and enlistment work.
At each enlistment site, two student formations from high schools will be arranged, each consisting of 31 students. The department will also coordinate with area defense commands to deploy student groups to form soft barriers on both sides of the ceremonial entrance.
The Department of Culture and Sports will instruct Hanoi Radio and Television, Hanoi Moi Newspaper and the city portal to open special sections and columns to provide news and coverage of the ceremony.
Communes and wards will be directed to carry out information and education campaigns through local media to clarify the significance of fulfilling military service and public security duties. Flags, flowers and banners will be displayed along roads leading to the enlistment sites.
The Vietnam Fatherland Front Committee and socio-political organizations are requested to organize mass movement activities and effectively implement policies for military families. They will guide local organizations to conduct outreach, mobilize members, families and eligible citizens to comply with military service and public security obligations.
Communes and wards will use internal broadcasting systems and mass media, especially local radio stations, and mobilize the role of agencies and socio-political organizations to encourage families to send their children to enlist. Enlistment day is expected to truly become a festival of military service for the people of the capital and for each locality.
