Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has signed Plan No. 31/KH-UBND dated January 20, 2026 to implement Project 9 on "Program management, monitoring and evaluation" under the National Program for Drug Prevention and Control through 2030.
Overall objectives
The plan aims to establish a synchronized and comprehensive process and system for inspection, monitoring and evaluation of program implementation, meeting management requirements and standardizing procedures, methods and tools at all levels.
The city seeks to enhance the capacity of officials involved in program management, coordination, monitoring and evaluation, ensure proper fulfillment of roles and responsibilities and improve overall management quality.
At the same time, the plan ensures the program operates effectively, meets its objectives, targets the right beneficiaries and complies with legal regulations.
Through this effort, the city will complete and synchronize the program's database system, ensure interconnectivity, accuracy and timely updates and support effective management, monitoring and evaluation.
Hanoi also aims to strengthen analytical and forecasting capacity, apply risk assessment tools, conduct impact analysis and forecast progress to support decision-making.
Specific targets include ensuring that by 2030, 100% of officials managing, coordinating and implementing the program at all levels, as well as all officials in the political system participating in the program, receive training in program management and coordination, while improving the effectiveness of the standing advisory and implementation bodies.
The city aims to ensure that 100% of program indicators and tasks are implemented and that recommendations and guidance are disseminated to improve effectiveness at all levels.
Hanoi will strictly implement reporting on results of monitoring, inspection, supervision and evaluation indicators, as well as the results framework for the program and its component projects and subprojects.
In addition, the city will operate 100% of digitalized management and reporting information systems in line with guidance from the Ministry of Public Security and other relevant ministries and sectors, ensuring all units update and use data correctly, on time and within their authority.
The plan also ensures transparency and public disclosure of program implementation results through 2030, including progress, resources, target completion levels and socio-economic impacts.
According to the plan, the scope of Project 9 covers regulations on content, responsibilities, procedures and methods for monitoring, inspection, evaluation and supervision across the city.
It applies to agencies, units and localities participating in the program, including project owners, component subproject owners, implementing agencies and individuals involved in projects, subprojects and activities under the program.
The plan focuses on regular monitoring and inspection, midterm evaluation, final evaluation and impact assessment, as well as implementation methods, procedures and responsibilities at each level and for each agency and unit.
Community investment supervision and the application of digital transformation in management and reporting are identified as key elements to improve program effectiveness.
Assignments by the Hanoi People's Committee
The municipal police serve as the standing agency for the drug prevention and control program and assist the city People's Committee and the municipal steering committee in leading Project 9 implementation in accordance with guidance from the Ministry of Public Security.
The Vietnam Fatherland Front Committee of Hanoi and its member organizations will strengthen guidance for commune-level People's Committees, commune-level component project owners and investors in implementing monitoring, inspection and evaluation for Project 7, Subproject 4 on "Improving the effectiveness of drug prevention communication for workers in industrial zones" in accordance with regulations.
The Hanoi Department of Health will guide commune-level People's Committees, commune-level component project owners and investors in implementing monitoring, inspection and evaluation for Project 6 on "Strengthening health sector response in drug prevention and control."
The Hanoi Department of Culture and Sports will guide commune-level People's Committees, commune-level component project owners and investors in implementing monitoring, inspection and evaluation for Project 7, Subproject 1 on "Drug prevention communication."
The Hanoi Department of Education and Training will guide commune-level People's Committees, commune-level component project owners and investors in implementing monitoring, inspection and evaluation for Project 7, Subproject 3 on "Strengthening drug prevention communication and legal education for pupils and students."
The Hanoi Department of Justice will guide commune-level People's Committees, commune-level component project owners and investors in implementing monitoring, inspection and evaluation for Project 8 on "Improving access to and benefits from services."
