The campaign aims to increase the number of residents who own and use digital signatures in electronic transactions.
The goal is to approach the target of 50% of the adult population having digital signatures by the end of 2025, and to ensure that most residents who have created digital signatures actively use them to sign documents and forms when accessing full-process online public services. All online applications requiring digital signatures must be signed properly.
The campaign also seeks to improve satisfaction, promote consistent use of online public services, and contribute to enhancing the city’s Administrative Reform Index (PAR Index) and Digital Transformation Index (DTI).
It aims to strengthen digital awareness, skills, and trust, encouraging residents to change habits in daily life, work, and production through digital technologies.
Beyond numerical results, the campaign focuses on transforming public awareness so residents understand the convenience, safety, and legal validity of digital signatures, thereby building long-term trust in digital services.
Tasks
Direct instruction desks will be set up at all 12 branches of the Public Administrative Service Center and at commune- and ward-level public service points.
Each location will assign trained personnel—including center staff, youth union volunteers, and One-Stop-Shop officers—to assist citizens in creating level-2 VNeID accounts (if needed), registering digital signature certificates on VNeID, and using digital signatures to sign electronic documents.
These assistance points will operate daily throughout the campaign, including Saturdays under the “Saturday for the people” model, ensuring comprehensive coverage across key communes and wards.
Multiple communication channels will be mobilized. Commune and ward police will provide lists of citizens with VNeID accounts and support identity verification for new registrations.
Local authorities will instruct community digital transformation teams and One-Stop-Shop offices to invite and guide residents. Youth Union organizations will mobilize tech-savvy volunteers to provide in-person support.
Meanwhile, the Public Administrative Service Center will strengthen communication through instructional videos on VNeID digital signatures posted on iHanoi, the city portal, One-Stop-Shop screens, and social media.
Printed materials such as flyers and infographics; and media collaborations with Hanoi Radio and Television, Hanoi Moi, Kinh te & Do thi, and central press agencies. Notification features on the iHanoi app will also be utilized.
Unified instructional materials and workflows will be developed. The Public Administrative Service Center will lead the creation of standardized procedures for all support points, clearly outlining steps for creating digital signatures on VNeID—account setup, provider selection, information verification, activation, and document signing.
The process will emphasize personal data protection in compliance with legal regulations. All instructional materials will be reviewed and validated for accuracy and technical conformity before publication.
The city will incorporate support through an AI-powered call center operated by the Customer Support Center. The campaign will integrate digital signature guidance into the hotline, providing automated FAQs and direct support from operators during working hours.
The campaign will run from the issuance date of the plan until December 31, 2025, at locations with high public traffic, such as universities, colleges, industrial parks, and public transport hubs including banks, airports, and train stations. Local staff such as bank employees or ground-service personnel may be assigned to support on-site guidance.
Key milestones include a preparation phase starting November 25, 2025, and a peak implementation period from November 30 to December 31, 2025. In the first quarter of 2026, the Public Administrative Service Center will evaluate and summarize campaign results and propose commendations for outstanding collectives and individuals.
Hanoi People’s Committee assigned the Public Administrative Service Center as the lead unit responsible for organizing and coordinating all campaign activities.
The center will manage support points, personnel assignments, and required equipment; coordinate closely with commune-level authorities and police; and lead the development of communication content and instructional materials in collaboration with the Department of Culture and Sports for dissemination across mass media, the iHanoi application, and social networks.
