Vice Chairman of the Hanoi People's Committee Truong Viet Dung signed Plan No. 40/KH-UBND on January 27, 2026 on implementing updates and standardization of project data on the city's investment project information management system.
The plan aims to operationalize the Politburo's Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science, technology, innovation and national digital transformation.
Hanoi has set several objectives, including organizing a 15-day intensive campaign to standardize and clean data on the investment project information management system, ensuring stable operation and alignment with the two-tier local government model.
The city aims to ensure that the investment project information management system operates effectively and supports the two-tier local government model.
Hanoi will strengthen information technology application to improve management, inspection, monitoring and aggregation of investment project data across the city.
Authorities will regularly review and update data to ensure it is accurate, complete, clean and up to date, serving leadership direction and administration at the city level and across departments, agencies, wards and communes.
The plan seeks to further enhance the effectiveness of state management and executive direction by sector and field for investment projects, ensuring close coordination among departments, agencies, wards and communes and timely and effective implementation of assigned tasks.
Implementation must be decisive, scientific and effective, with full participation from all levels of government, from the city and departments to wards and communes, following the principle of "clear responsibility, clear tasks, clear timelines, clear accountability, clear outputs and clear authority".
The plan applies to city departments and agencies, ward- and commune-level People's Committees, project investors, city-level and ward-level project management boards and other investors.
The scope covers all activities related to reviewing, updating and standardizing investment project data, including state budget-funded projects, non-budget projects, ODA projects and PPP projects.
Data updates will cover the entire project life cycle, from preparation and investment policy approval to appraisal, project approval, capital allocation, implementation, disbursement, reporting, monitoring and evaluation.
The Hanoi People's Committee assigned the Hanoi Department of Finance as the focal agency to monitor, consolidate and report on implementation results and to urge relevant units to review, provide and update investment project information within their management responsibilities.
The department will proactively coordinate with consultants and related units to review, adjust and update the system to ensure compatibility with the two-tier local government model and to control system operations.
Authorities will convert and synchronize reviewed investment project data into the system and coordinate with State Treasury Region I and related units to connect, share and inherit data on capital planning, disbursement, monitoring and project evaluation.
Departments, agencies and ward- and commune-level People's Committees will review, update, enrich and standardize investment project information at each implementation stage within their management and reporting responsibilities.
All units must strictly comply with requirements and procedures for updating investment project information throughout the project life cycle and fully comply with regulations on information security, safety and confidentiality during implementation.
Heads of agencies and units must set an example and take responsibility before the Chairman of the Hanoi People's Committee for the results of the plan's implementation.
