One of the plan's purposes is to ensures proper management of certified planting areas to improve product quality and value.
The Hanoi People's Committee on June 23 issued Plan No.169/KH-UBND on the issuance and management of planting area codes across the city.
The plan aims to encourage and support organizations and individuals to apply for planting area codes in accordance with Resolution No.08/2023/NQ-HDND dated July 4, 2023, of the Hanoi People's Council.
It also ensures proper management of certified planting areas to improve product quality and value, enhance economic efficiency in agricultural production, and establish pest-free zones for crops with export potential.
By meeting the quarantine requirements of importing countries, the plan lays the foundation for expanding Hanoi's agricultural exports.
Key activities under the plan include training, inspection, support for code application, and the development of pest-free production zones.
By 2026, Hanoi expects to organize around 40 training courses for local managers and cooperatives – two to three per commune.
Every year, approximately 130 technical training sessions will be held for farmers on safe production practices and technical requirements.
In addition, five public communication programs on agricultural safety will be featured in newspapers and on radio and television.
Each year, about 50 facilities applying for planting area codes will be inspected and assessed.
The city will also monitor all areas that have been issued planting area codes since 2022, especially those for export.
Hanoi plans to provide support for 50 planting area codes in line with regulations.
The city will develop pest-free production zones linked to export codes.
This includes zone establishment, farmer training, pesticide residue testing, pest risk analysis, and assessment of soil and water conditions.
Plans for investigation and monitoring will also be developed.
The Hanoi Department of Agriculture and Rural Development is responsible for leading the plan, in coordination with the Hanoi Department of Finance and other related agencies.
Commune- and ward-level authorities must gather local training and code registration needs, guide farmers through the application process, and help monitor compliance.
They will also coordinate efforts to form, maintain, and expand pest-free zones tied to planting area codes.
In parallel, local authorities are tasked with raising awareness and encouraging businesses, cooperatives, and farms to strengthen production linkages, apply advanced technologies, and follow Good Agricultural Practices (GAP) aligned with stable markets.
The plan mandates that all support activities comply with current regulations and ensure effective, transparent use of funds.
All planting areas granted codes must undergo regular monitoring to ensure proper usage and effectiveness.
All farmers in areas seeking planting codes will be trained in safe production, technical requirements, and pest prevention for priority crops based on local conditions.
Moreover, 100% of the certified planting areas must be monitored for quarantine pests, pesticide residues, and other conditions related to soil and irrigation water, especially for areas with expired VietGAP or food safety certifications.
Each year, Hanoi aims to establish one to three pest-free production zones linked to planting area codes for selected crops.
This effort is expected to improve product quality, ensure traceability, and open up new market opportunities, especially for exports.
