Hanoi improves quality of elderly-related work

Deputy Chairwoman of the Hanoi People's Committee Vu Thu Ha has signed Official Dispatch No. 441/UBND-KGVX dated January 29, 2026, on implementing Directive No. 35/CT-TTg dated December 23, 2025, issued by the Prime Minister.

Accordingly, to strengthen and improve the quality of elderly-related work and better adapt to population aging, the Hanoi People's Committee requires all units to strictly implement Directive No. 35/CT-TTg. The focus is placed on several key tasks.

Departments, agencies, and ward- and commune-level People's Committees are requested to carry out coordinated and effective solutions to adapt to population aging, treating elderly-related work as a regular and long-term task closely linked to sustainable development goals. 

The National Strategy on the Elderly will continue to be implemented in line with directives of the Government and the Hanoi People's Committee.

The Department of Health will take the lead, in coordination with relevant departments and agencies, in effectively implementing tasks and targets related to the elderly under Action Program No. 06-CTr/TU dated January 12, 2026, issued by the Hanoi Party Committee to implement Politburo Resolution No. 72-NQ/TW dated September 9, 2025.

The city will consider introducing improved support policies for the elderly, particularly those living alone and those in difficult circumstances.

Communication efforts will be strengthened to raise public awareness of policies and laws concerning the elderly, while encouraging citizens to participate in social insurance and health insurance and to prepare savings for old age.

Coordination with relevant departments and agencies will be enhanced to guide the establishment and operation of daytime care centers and community activity houses following the "morning pick-up, evening drop-off" model. 

The city will promote the development of elderly clubs and intergenerational self-help clubs, and implement comprehensive solutions for elderly care at home, in the community, and at care facilities, improving access to social care services in accordance with guidance from the Ministry of Health.

The system for providing primary healthcare services for the elderly will be consolidated and developed, with a focus on preventing non-communicable diseases and improving medical examination and treatment. The city will gradually build long-term healthcare models for the elderly.

Boards for Elderly Affairs at the city level will be consolidated, and inspection and supervision of the implementation of policies and laws related to the elderly will be strengthened.

Administrative procedure reform will be prioritized. Relevant departments will be proposed to connect and share data, and guidance will be provided to help elderly people easily complete administrative procedures within the state management functions of the Department of Health.

The Department of Finance will lead, in coordination with the Department of Health, other departments, sectors, and ward- and commune-level authorities, in advising on mechanisms and policies to encourage socialization and attract investment in developing non-public elderly care facilities. These facilities will integrate care, medical services, and functional rehabilitation in accordance with regulations.

The Department of Construction will lead efforts, in coordination with relevant agencies and local authorities, to continue implementing housing support policies for storm and flood prevention for poor and near-poor households, with priority given to those with elderly members.

The Department of Science and Technology will coordinate with the Department of Health and the City Elderly Association to support and create conditions for elderly people to participate in digital transformation and entrepreneurship, as well as to lead scientific research and innovation projects.

The Office of the Hanoi People's Committee will work with relevant units and the City Elderly Association to strengthen people-to-people external relations and mobilize international resources to support elderly-related work.

The Department of Culture and Sports will coordinate with relevant agencies and local authorities to better utilize existing cultural facilities, enhance cultural and spiritual life, and organize sports, cultural, and artistic activities to improve both physical and mental health for the elderly.

Ward- and commune-level People's Committees will step up communication to raise awareness of policies and laws related to the elderly, encourage participation in social insurance and health insurance, and promote preparation for old age.

They are also tasked with strengthening state management of elderly affairs, ensuring full and proper implementation of policies, conducting inspections and supervision of elderly care facilities, addressing violations in accordance with the law, and creating the most favorable conditions for elderly people to access technology, digital transformation, and administrative procedures.

Local authorities will review and rearrange surplus facilities to prioritize the establishment of daytime care centers and community activity houses for the elderly under the "morning pick-up, evening drop-off" model. 

They will also promote elderly clubs and intergenerational self-help clubs and implement comprehensive elderly care solutions at home, in the community, and at care facilities to improve access to social care services.

Based on guidance from the Vietnam Association of the Elderly, the City Elderly Association will coordinate with the Department of Industry and Trade and relevant agencies to organize "silver economy" forums, promoting the development of suitable silver economy models across the city.

The Hanoi People's Committee has requested the Vietnam Fatherland Front Committee of Hanoi and its member organizations to strengthen communication on protecting, caring for, and promoting the role of the elderly, and to support the implementation of tasks assigned to the City Elderly Association in a practical, effective, and compliant manner, creating broad and positive social impact.
