The Hanoi People's Committee on June 23 issued Official Dispatch No.3679/UBND-NC to implement the Prime Minister's Directive No.92/CD-TTg dated June 20, 2025.

The directive outlines urgent tasks to deploy the two-tier local government model across cities and provinces.

All departments and agencies are requested to focus on advising the Hanoi People's Committee in implementing six key tasks outlined in the Prime Minister's directive.

They are tasked to pay attention to monitoring and supervising the reorganization of the administrative apparatus, resolving personnel policies for public officials and employees, implementing the decentralization of authority, and streamlining administrative procedures.

The city also instructed relevant departments to maintain dedicated support units and hotlines to receive, guide, and respond to questions and requests from agencies and organizations.

These units are expected to work closely with the ministries and central agencies to ensure timely implementation of relevant decrees and circulars on decentralization, delegation of authority, and clarification of administrative responsibility.

Agencies are required to guide their affiliated units in the implementation process and promptly review, propose amendments, or issue new guiding documents under the authority of the Hanoi People's Committee to ensure consistency with newly issued laws and regulations.

Departments, district-level and commune-level People's Committees are also required to proactively launch trial operations of the two-tier local government model, following the instructions of Section 5 of the Prime Minister's Directive No.92/CD-TTg and Hanoi Party Committee's Plan No.341-KH/TU dated June 18, 2025.

The People's Committee emphasized that this is a critical and urgent task. Heads of departments, sectors, and local governments will be held directly accountable to the city's leadership for ensuring the successful implementation of this initiative in accordance with legal requirements.
