The program aims to strengthen the growth of supporting industries by advancing the production of key components, materials and parts and by building linkages among domestic enterprises, especially with FDI firms. It seeks to develop and scale up products that can enter domestic and global value chains.

It also aims to create a breakthrough in depth and quality by using science, technology, and innovation to improve production capacity and product quality, conserve resources, and enhance the competitiveness of the industrial sector.
The program focuses on developing smart electronics, automobiles, mechanics and automation, high technology, textiles, and footwear aligned with the green economy.
Three core areas has been identified based on development needs and advantages: component and parts manufacturing (including electronic components, parts for automobiles, motorbikes and machinery, and mechanical components), supporting industries for textiles and footwear, and supporting industries for high-tech sectors, artificial intelligence, and digital transformation. It also calls for expanding complete product manufacturing and attracting multinational corporations to invest in large-scale projects in Vietnam and to tap export markets under existing FTAs. The program includes policies that encourage the use of domestic supporting industry and mechanical products.
Hanoi will accelerate the development of supporting industries by improving the capacity of local manufacturers and attracting investment from all economic sectors to increase both the number and quality of supporting industry enterprises.
The city will enhance the effectiveness of enterprise support programs, speed up investment projects, and complete infrastructure in industrial parks and clusters to help businesses expand production, strengthen competitiveness, and participate in global supply chains for supporting industry products.
By 2030 Hanoi aims to have about 1,200 enterprises in supporting industries, with over 40% meeting international standards and capable of supplying global production networks of multinational corporations in Vietnam. By 2035 the city expects about 1,400 enterprises, with roughly 45% meeting international standards.
Each year 200 to 500 supporting industry enterprises, priority industrial producers, and key industrial firms will receive assistance and benefit from city policies.
The program includes several groups of activities.
Enterprises will receive support to strengthen capacity, build supply linkages, and connect with customers so they can supply multinational corporations and other domestic and foreign supporting industry manufacturers. Hanoi will promote consumption of supporting industry products and provide consulting on mergers and acquisitions in the sector.
Businesses will receive assistance to adopt management systems that meet global production chain requirements, improve production processes, and meet international standards.
The program will support human resource training tailored to the needs of supporting industry production.
Enterprises will receive support for research and development, technology transfer, and innovation in testing and producing components, parts, and materials and in developing essential raw materials for supporting industry production.
Information on policies, markets, demand, supply, and production capacity will be distributed through conferences, forums, publications, and public communication channels.
The program also promotes international cooperation, investment promotion, and participation in domestic and international exhibitions, trade fairs, and networking events. It will support brand registration, M&A consulting in supporting industries, and study missions in Vietnam and abroad.
Businesses will be supported in product testing, inspection, evaluation, and certification and in developing standards, technical regulations, norms, procedures, and assessment systems aligned with international and regional standards.
The program will support the development and operation of databases on manufacturing and supporting industries, including an electronic portal for supporting industries. It will provide information on these sectors and develop criteria to assess the capacity of supporting industry enterprises.
Enterprises will receive support to adopt information technology, advance digital transformation, and apply smart factory solutions to strengthen production and management in line with Industry 4.0. The program encourages the application of high technology, AI, and digital transformation across supporting industry initiatives.
The municipal People's Committee assigns the Department of Industry and Trade to lead and coordinate with departments, sectors, commune and ward authorities, and relevant organizations to carry out the program effectively.
