This is to ensure a smooth transition so that the newly formed communes and wards can stabilize operations quickly and efficiently respond to citizen and business needs.

At the same time, the plan assigns clear tasks, responsibilities, and coordination mechanisms among municipal departments and relevant agencies in directing and organizing implementation. It also includes plans to arrange and allocate human resources—civil servants, public employees, and other workers—for the new commune-level government structures. Policies will be developed to handle staff retirements or reassignments due to the reorganization. In addition, the plan calls for preparing facilities, equipment, and workspace for the new staff, while ensuring efficient management and use of surplus assets resulting from the restructuring process.
General Tasks
City departments, agencies, and sectors must proactively propose and issue (or submit for issuance) legal documents and implementation guidelines to resolve issues related to the reorganization of administrative units. This includes completing procedures to dissolve old district-level units and dual-level government structures, ensuring the new commune-level units function smoothly, without interruption or administrative gaps. They are also responsible for addressing any difficulties or obstacles encountered during the implementation process.
Review decentralized and delegated administrative procedures for district and commune levels, and propose whether to maintain or revise these delegations for the newly established communes and wards. Proposals must be submitted to the Office of the Hanoi People's Committee by May 30, 2025, for consolidation, appraisal, and reporting to the City People's Committee for decision-making.
Review existing legal documents, regulations, and procedures issued by city departments to determine their relevance under the new local government model. Departments must decide whether to abolish or amend these documents, or propose such changes to the City People's Committee. This task must be completed by June 30, 2025.
The Hanoi People's Committee assigns the Department of Home Affairs as the focal agency to assist the municipal People's Committee, the Chairman of the People's Committee, and the city's Steering Committee Task Force in receiving, consolidating, and addressing relevant issues. The department will also coordinate with other agencies to provide timely guidance and support in resolving implementation challenges.
District-level People's Committees and lower-level local governments must compile and report data, develop plans for the allocation and transfer of organizational structures, staffing, finances, assets, and ongoing tasks to appropriate agencies in accordance with assigned functions. They must also identify the administrative-political centers of each new commune or ward and the locations of Party committees, People's Councils, People's Committees, the Fatherland Front Committees, and socio-political organizations.
The municipal People's Committee requires that tasks be clearly defined with specific deadlines, progress milestones, and responsible agencies. Tasks must align with each agency's assigned functions and responsibilities, and promote initiative and coordination among city departments and district-level authorities. Leadership responsibility must be strengthened throughout implementation. The process must ensure unity, avoid loss of public assets, and create favorable conditions for the new commune-level administrative units to function stably and without disruption to administrative services for citizens and organizations in the area.
