The strategy aims to build a modern digital government for Hanoi operating on big data and artificial intelligence, moving toward an intelligent government with proactive governance and forecasting capacity.
It seeks to deliver high-quality public services tailored to user needs while ensuring efficiency, transparency and security based on shared digital platforms, data and AI.
The system will comply with the city's overall digital architecture, enable seamless connectivity and data sharing and support planning, governance, administration and public service delivery, alongside the development of the digital economy and digital society.
By 2035, Hanoi targets citywide deployment of 6G connectivity and Internet of Things infrastructure. All civil servants and public employees are expected to master digital skills and apply technology in management and administration. All adults will have access to digital services in healthcare, education, insurance and transport.
To achieve these goals, the city has identified key tasks and solutions. These include coordinating with central ministries and agencies in contributing feedback during the development and refinement of legal frameworks on digital transformation, artificial intelligence and data security.
Hanoi will develop and approve job position schemes that incorporate digital skill requirements aligned with each role's functions and tools, based on the national digital competency framework and current regulations.
The city will also review and amend local legal documents to address new relationships arising from digital transformation, encourage innovation and support enterprises, startups, intellectual property, trade, investment and business activities.
The city will digitize 100% of administrative procedure dossiers and outcomes and complete the development and upgrading of sector-specific databases to ensure data accuracy, completeness, consistency and shared use. These databases will be connected and shared to support administrative procedures and public service provision.
Key digital platforms to be developed include the city's administrative procedure processing information system, an integrated data analytics platform, a data integration and sharing platform, an information system for city leadership and administration and a city AI platform.
These systems will be built on a shared and expandable big data and AI foundation and aligned with the national AI platform and virtual assistant platform.
Network infrastructure will be developed to meet digital transformation needs, with priority given to service leasing and effective use of the dedicated data transmission network of Party and State agencies. All information systems serving digital transformation will undergo cybersecurity classification and approval before operation.
The city will assign dedicated human resources for information technology and digital transformation and implement the "Digital Literacy for All" movement and community digital transformation teams in a substantive and effective manner.
Annual training programs will be organized to enhance digital skills, pedagogy and AI application in teaching for educators at all levels.
In addition, the strategy outlines solutions to develop the digital economy, advance the digital society and strengthen communication on digital transformation.
The Hanoi People's Committee assigned the Department of Science and Technology to take the lead, in coordination with relevant agencies, in developing and submitting annual implementation plans for approval.
