The City People's Committee requires municipal departments, agencies, and district- and town-level People's Committees to continue implementing the 2023 Price Law.

They must also comply with Decree No. 85/2024/ND-CP, issued on July 10, 2024, which details certain provisions of the Price Law. Additionally, they are to follow Circular No. 29/2024/TT-BTC, issued by the Ministry of Finance on May 16, 2024, which regulates market price compilation, analysis, and forecasting, as well as funding for these activities.

Finally, Circular No. 45/2024/TT-BTC, issued on July 1, 2024, establishes common pricing methods for goods and services subject to state pricing regulations.

Authorities must closely monitor market supply and demand trends, especially for price-stabilized items and essential goods and services, which experience high demand during year-end, holidays, and festivals. The quality and effectiveness of market price analysis and forecasting should be improved.

Efforts to strengthen management, regulation, and price stabilization are essential, including monitoring price declarations, listed prices, and adherence to published prices. Strict actions will be taken against unreasonable price hikes.

Regular inspections will be carried out to combat smuggling, trade fraud, counterfeit goods, and low-quality products, with severe penalties for violations.

Authorities must continue implementing market-based pricing strategies for goods and services subject to state pricing regulations, particularly in the education and healthcare sectors. Specialized departments should proactively assess, develop, and review price adjustment plans, ensuring timely approvals or reporting to higher authorities for appropriate decisions. Adjustments must align with market price trends and inflation control goals.

Market conditions must be continuously monitored, with price scenarios developed and updated accordingly. Measures should be in place to ensure supply-demand balance, especially for essential goods during peak demand periods, preventing shortages, supply disruptions, and sudden price hikes.

Information dissemination and public awareness campaigns on price stabilization policies must be intensified. Ensuring the supply of essential goods and materials while controlling inflation is a top priority.

Misinformation that creates public concern will be strictly addressed. Authorities must provide accurate, official market price information and effectively monitor the implementation of price declarations, listed pricing, and cost-based pricing assessments in line with legal regulations.

Sectoral management departments must continue executing their assigned tasks under Decision No. 70/2024/QD-UBND issued by the City People's Committee on December 12, 2024, which governs certain aspects of state management of goods and services pricing in Hanoi. They are also required to provide recommendations and reports to the City People's Committee as per regulations.

The Department of Finance is tasked with closely monitoring market prices in the city. It will coordinate with relevant departments and agencies to oversee, compile, analyze, and forecast market prices, reporting to the Ministry of Finance and the City People's Committee as required.
