The Hanoi Department of Science and Technology is assigned to coordinate with relevant units to effectively implement key national policies on the development of science, technology, innovation, and national digital transformation.
Deputy Chairman of the Hanoi People's Committee Nguyen Trong Dong on June 10 issued Official Dispatch No.3411/UBND-DMPT to advance the development of science, technology, innovation, and digital transformation across the capital.
The directive was issued following Report No.96/BC-KHCN from the Ministry of Science and Technology on the national digital transformation progress as of May 2025, and Document No.1598-CV/TU from the Standing Committee of the Hanoi Party Committee regarding ongoing oversight of key 2025 initiatives set by the Politburo and Secretariat.
The Hanoi Department of Science and Technology is assigned to coordinate with relevant units to effectively implement key national policies, including Politburo Resolution No.57-NQ/TW on the development of science, technology, innovation, and national digital transformation, and Government Resolution No.71/NQ-CP on the corresponding action program.
The department is also tasked with regularly compiling and reporting implementation results to the city government.
The Office of the Hanoi People's Committee is responsible for working with other units to carry out the Prime Minister's Decision No.1012/QD-TTg on digital transformation in administrative command and operations based on data for the 2024-2025 period, with a vision to 2030.
It is also expected to urgently develop a performance monitoring index system compatible with the city's digital governance practices and national guidance.
The Hanoi Public Administration Service Center, and the Department of Science and Technology will review and report to the Ministry of Science and Technology on the implementation of Decision No.1588/QD-TTg dated December 17, 2024, which approves a national plan to promote public awareness and improve the quality of online public services by 2025, with a vision to 2030.
The city aims to accelerate the delivery of fully online public services and meet all targets outlined in Decision No.749/QD-TTg issued by the Prime Minister on June 3, 2020.
In addition, the Hanoi Department of Finance has been instructed to promptly review and submit a report to the city government on budget adjustments for 2025 to ensure sufficient funding for science, technology, innovation, and digital transformation, with a minimum spending level of 3%.
