According to the document, the Hanoi People's Committee has agreed in principle to implement the "Digital Transformation Market" on the Hanoi Technology Exchange, in line with a proposal submitted by the Department of Science and Technology under Submission No. 487/TTr-SKHCN.
The launch of the "Digital Transformation Market" is scheduled for February 3, 2026, following the direction of the Hanoi Party Committee as stated in Notice No. 200-TB/TU.
The Department of Science and Technology has been assigned as the lead agency, working with relevant agencies and units to organize the pilot implementation of the "Digital Transformation Market" during the trial operation period of the Hanoi Technology Exchange.
The department will coordinate with the Department of Industry and Trade, other departments, sectors, ward- and commune-level authorities, and relevant enterprises and units to continue completing necessary contents during the establishment procedures and operational rollout of the "Digital Transformation Market."
The process is required to be rigorous, timely, feasible, and compliant with regulations. Coordination with the Department of Culture and Sports will also be carried out to promote and widely publicize the "Digital Transformation Market" across the city.
The Department of Construction and the People's Committee of Tay Ho Ward will coordinate with the Department of Science and Technology during the implementation of the Hanoi Technology Exchange at the Inter-Agency Complex at 258 Vo Chi Cong Street, Tay Ho Ward.
They will support the provision of locations, space, and infrastructure conditions for installing signage, wayfinding boards, and branding elements serving the Hanoi Technology Exchange and the Digital Transformation Market. They will also assist in maintaining urban order, security, and environmental sanitation during installation and operation.
The Department of Justice will take the lead, in coordination with the Department of Science and Technology and relevant agencies and units, in incorporating expert feedback and continuing to review and research proposals to advise on completing amendments to the Capital Law in the field of science and technology.
The enterprise managing and operating the Hanoi Technology Exchange will be the unit directly responsible for organizing and operating the "Digital Transformation Market" during the pilot phase. It is tasked with proactively mobilizing the participation of associations, technology enterprises, and intermediary organizations supporting innovation, and ensuring the timely launch of the "Digital Transformation Market" as scheduled.
