The Hanoi Police will develop plans to ensure public security, traffic safety, and smooth transportation around the fireworks display areas. Special attention will be given to guiding and managing traffic flow to facilitate the transport of fireworks and technical equipment. The police will also deploy forces and resources for fire prevention and readiness to address any incidents at the fireworks sites.

The Hanoi People's Committee requires close coordination among all forces to implement the plan thoroughly and effectively, ensuring the fireworks displays occur according to schedule and program.
