The Hanoi People's Committee has assigned the following responsibilities:
The Hanoi Capital High Command will take the lead, coordinating with relevant city departments, sectors, and district-level People's Committees to ensure all aspects of preparation, including the transport of fireworks and equipment. It will organize training, direct the district military commands to construct display sites, connect fireworks systems, and execute the displays according to the scenario and plan. The command will sign contracts with the 21st Chemical Limited Liability Company to procure the necessary quantities and types of fireworks, guns, and equipment. It will also coordinate with the Hanoi Police to oversee patrols, guard duty, public security, and fire safety before, during, and after the displays. The Hanoi Police will develop plans to ensure public security, traffic safety, and smooth transportation around the fireworks display areas. Special attention will be given to guiding and managing traffic flow to facilitate the transport of fireworks and technical equipment. The police will also deploy forces and resources for fire prevention and readiness to address any incidents at the fireworks sites.
The Hanoi People's Committee requires close coordination among all forces to implement the plan thoroughly and effectively, ensuring the fireworks displays occur according to schedule and program. Security, traffic safety, and absolute safety of people and equipment must be maintained before, during, and after the displays, with comprehensive preparation and strict supervision.
