On December 19, the Ho Chi Minh National Academy of Politics and the Hanoi Party Committee held a ceremony to present the Level-1 Quality Certification to the Le Hong Phong Cadre Training School.
Central-level delegates included Politburo member Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council, the academy's Vice Rectors Nguyen Duy Bac and Hoang Phuc Lam, and Vice Secretary of the academy's Party Committee Truong Cong Dac.
Hanoi delegates included Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc, Party Central Committee member, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee Vu Dai Thang, Standing Vice Secretary of the Hanoi Party Committee Nguyen Van Phong, Vice Secretary and Chairwoman of the Hanoi People's Council Phung Thi Hong Ha, and Vice Secretary Nguyen Trong Dong.

Reporting at the ceremony, Rector of Le Hong Phong Cadre Training School Pham Minh Anh said that with strong political determination and close guidance from the Hanoi Party Committee, the school has fully standardized all six criteria groups, completing all 55 indicators, including 11 that exceed standards.
Notably, staff criteria include five groups with all 29 indicators meeting standards, seven of which exceed requirements. Three of eight faculty leaders hold doctoral degrees, exceeding regulations by 37.5%.
All lecturers hold at least a master's degree, exceeding requirements by 10%. Among them, 17 of 71 lecturers hold doctoral degrees, accounting for nearly 24%, while 12 staff members pursue doctoral studies.
In the two most recent national excellent lecturer contests for political schools, all four participating lecturers from the school earned excellent ratings and received commendations from the academy director.
The school also met all nine criteria for scientific research and practical review, with two indicators exceeding standards at both the school and provincial levels.
The school's Party Committee has consistently earned strong performance ratings. The school received the First-Class Labor Order in 2019, the Third-Class Labor Order in 2024 and numerous flags and certificates of merit.
In October 2025, construction officially began on the new Le Hong Phong Cadre Training School campus in Phu Luong Ward, covering more than 4.2 hectares.
"This modern and well-equipped campus will match the capital's stature and create a solid foundation for reaching level-2 standards soon," Pham Minh Anh said.

He affirmed that achieving level-1 certification marks a historic milestone in the school's 76-year journey.
"The school will continue to strive, maintain and improve quality and soon reach level-2 standards, worthy of its role as a leading cadre training and theoretical research center," he said.
Speaking at the ceremony, Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council, praised the close leadership of the Hanoi Party Standing Committee and the dedication of the school's staff and lecturers.
He said the evaluation and certification process followed strict and thorough standards without compromising criteria.
From having no doctoral lecturers in the past, the school now has 17 doctors, the highest ratio nationwide.
He urged the school to further improve training quality, expand scientific research, strengthen trust from the city and enhance international cooperation.

He emphasized that the school must renew curricula and teaching methods to equip cadres not only with theory but also with practical leadership and management skills under the two-tier local government model, encouraged the school to fully utilize the new campus to reach level-2 standards by 2026.
Agreeing with these directions, Hanoi Party Secretary Nguyen Duy Ngoc called on the school to develop a clear roadmap toward level-2 certification.
He affirmed that the Hanoi Party Standing Committee will continue investing in facilities and conditions to build the school into a model institution serving the city's political system, and thanked the Ho Chi Minh National Academy of Politics for its continued guidance and support.

Ngoc congratulated the school on achieving level-1 certification and highlighted Hanoi's strategic tasks for 2026 and beyond, including GRDP growth of at least 11%, long-term planning and resolving key bottlenecks.
He stressed that Hanoi needs high-quality cadres to meet these demands and that the Le Hong Phong Cadre Training School plays a critical role.
Finally, he urged the school to comprehensively renew curricula, apply digital transformation and support both formal training and self-learning to improve governance and public service quality under the two-tier local government model.
