On June 6, the Hanoi Department of Justice, in coordination with the People's Committee of Tay Phuong Commune, organized a conference to promote and disseminate the 2026 Capital Law in Tay Phuong Commune.
In his opening remarks, Vice Chairman of the Tay Phuong Commune People's Committee Nguyen Tuan Trung said that thoroughly implementing and widely disseminating the 2026 Capital Law is an urgent and practical task that will help officials, Party members and residents gain a clear understanding of the law's new provisions.
The 2026 Capital Law No. 02/2026/QH16 was passed by the 16th National Assembly on April 23, 2026, during its first session. It represents an important step in institutionalizing major Party policies, particularly Politburo Resolution No. 02-NQ/TW dated March 17, 2026, on building and developing Hanoi in a new era.
The law will take effect on July 1, 2026. However, Clause 4, Article 8 and Clause 6, Article 36 took effect immediately upon the law's approval by the National Assembly.
Vice Chairman of the Tay Phuong Commune People's Committee Nguyen Tuan Trung added that the enactment of the 2026 Capital Law was an objective requirement arising from Hanoi's development realities.
The 2026 Capital Law is expected to remove legal bottlenecks, unlock resources, expand the institutional framework and create new momentum for Hanoi's rapid and sustainable development in the coming years.
At the conference, Vu Thi Thanh Tu, Head of the Legal Dissemination and Education Division of the Hanoi Department of Justice, introduced the law's new and groundbreaking provisions.
The law consists of nine chapters and 36 articles, including 26 articles that have been revised or supplemented compared with the previous version.
One of the most notable highlights of the 2026 Capital Law is its strong decentralization and delegation of authority to local government.
The law grants the Hanoi municipal government 199 special powers, marking a significant step toward enhancing initiative, autonomy and accountability in governance and administration while promptly addressing practical challenges.

The 2026 Capital Law represents a comprehensive breakthrough, particularly through its strong delegation mechanisms, creating an open yet well-regulated legal framework for Hanoi's development.
In addition, Tu explained that the law allows pilot mechanisms and policies, including provisions on pilot implementation periods, pilot scopes, authority, responsibilities and procedures for issuing pilot initiatives.
According to Vice Chairman of the Tay Phuong Commune People's Committee Nguyen Tuan Trung, efforts to disseminate and promote the 2026 Capital Law among residents are expected to create a foundation for the law's special mechanisms and policies to quickly take effect in practice.
Proper awareness and timely action at the grassroots level will help maximize local potential and advantages, contributing to the development of a more civilized, cultured and modern Hanoi.
