On December 18, the Hanoi Department of Public Security held a conference to review 2025 performance and deploy its 2026 work program.

Attendees included Politburo member and Minister of Public Security General Luong Tam Quang, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Bui Huyen Mai, Head of the Hanoi Party Committee's Organization Commission Ha Minh Hai and Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen.

Opening the conference, Lieutenant General Nguyen Thanh Tung, Director of the Hanoi Department of Public Security, said that in 2025, rising demands for rapid and sustainable development had made security and order tasks more comprehensive, urgent and demanding.

With the spirit of "For the country, forget oneself, for the people, serve," the Hanoi Department of the Public Security upheld heroic traditions, unity, discipline and exemplary leadership in implementing strategic policies.

With courage to think, act, innovate and take responsibility for the common good, the entire force achieved its highest overarching goal of safeguarding national security, ensuring social order and safety and creating a stable environment for the capital's socio-economic development and external relations.

The Ministry of Public Security, Party committees, authorities and people at all levels recognized and highly praised the Hanoi Department of the Public Security, awarding many prestigious honors.

In 2025, Hanoi police proactively advised the Hanoi Party Committee and the Hanoi People's Committee to issue and implement major directives, plans and programs to mobilize the combined strength of the political system in protecting national security and social order.

The department implemented strong and coordinated leadership and management across all fields, closely aligned with on-the-ground realities. Local police forces ensured absolute security and safety for 2,834 political, diplomatic, cultural, social and sports events across the city.

Notably, the police mobilized maximum personnel and equipment to secure absolute safety for the 80th anniversary of the August Revolution and National Day celebrations, including the parade and march at Ba Dinh Square, leaving a deep impression on citizens and international friends.

In crime prevention and control, Hanoi police maintained a proactive offensive posture and launched multiple peak campaigns. As a result, the department investigated and solved 4,282 cases involving 7,894 offenders affecting social order, dismantled and criminally handled 547 social vice cases and arrested 1,897 suspects.

The department also accelerated digital transformation, administrative reform and effective implementation of the Government's Project 06.

At the same time, it prioritized Party building and force development, led efforts to streamline organizational structures, implemented the two-tier local police model, reorganized commune-level police under new administrative boundaries and ensured smooth and effective operations.

Entering 2026, the Hanoi Department of the Public Security will adopt the action slogan: "Following Uncle Ho's teachings – Renew thinking, enhance knowledge – Pioneer and breakthrough – Regular and modern – For the Party, for the people."

The key tasks include early and proactive situation assessment, absolute security for major political events, sustainable crime reduction, stronger digital transformation and application of modern science and technology and building a truly clean, strong capital police force that meets new requirements.

Commending 2025 achievements, Minister of Public Security General Luong Tam Quang agreed with the 2026 orientations and emphasized several priorities.

He urged the Hanoi Department of Public Security to build on achievements, affirm exemplary leadership in implementing the 14th National Party Congress Resolution and strategic Party policies and deliver concrete results under new thinking on safeguarding security and order.

The capital police must deploy comprehensive and decisive plans to ensure absolute security for the 14th National Party Congress and elections of the 16th National Assembly and People's Councils for the 2026–2031 term.

They must build strong and modern commune-level police, especially in complex security areas and seriously and effectively implement the "Three Best" emulation movement: best discipline, best loyalty and best example, ensuring substance over form.

In his directive remarks, Hanoi Party Secretary Nguyen Duy Ngoc acknowledged and highly praised the Hanoi Department of Public Security's 2025 achievements, including recent efforts in situation monitoring and support for land clearance of the Ring Road 1 project.

Highlighting six outstanding results in 2025, he underscored achievements in implementing Politburo Resolution No. 57-NQ/TW on breakthroughs in science and technology, innovation and national digital transformation.

For 2026, he required the department to further improve the implementation of Resolution No. 57-NQ/TW, continue pioneering digital applications, modernize operations, reform administrative procedures and work with authorities to address five major bottlenecks through decisive solutions.

He stressed that success requires consensus across the political system and public support. Leaders at all levels must uphold responsibility and set exemplary standards in assigned duties.

The police must care for people's livelihoods, ensure social welfare and strengthen communication and mobilization so citizens understand and support city policies.

Emphasizing that the Hanoi Department of the Public Security not only maintains peace but also ensures social stability for development, the Hanoi Party Secretary urged the department to fully absorb the Minister's guidance and continue building a clean, strong, disciplined, elite, modern and exemplary police force.

He expressed confidence that in 2026 and beyond, the Hanoi Department of the Public Security will uphold tradition, achieve further honors and contribute to peace, happiness and development of the capital.
