The projects included the Phu Do regulating lake project; the Me Tri headwater lake project (Dong Bong 2 Lake); the construction of the Thang Long Boulevard expressway section connecting National Highway 21 to the Hanoi–Hoa Binh Expressway; the Vietnam National University campus in Hoa Lac; and the Seraphin waste-to-energy plant project at the Xuan Son solid waste treatment complex.
Joining the delegation were Central Party Committee member and Standing Vice Secretary of the Hanoi Party Committee Nguyen Trong Dong; Major General Dao Van Nhan, member of the Hanoi Party Committee Standing Board and Commander of the Hanoi Capital Command; and Vice Chairman of the Hanoi People's Committee Truong Viet Dung.
The Phu Do regulating lake project in Tu Liem Ward has a water surface area of 31.5 hectares and a total construction land area of about 36.76 hectares, with an embankment surrounding the lake stretching approximately 2,684 meters.
The project includes two box culverts for regulating water inflow and outflow, a box culvert connecting the lake to the Nhue River equipped with two temporary pumps, and a regulating gate prepared for connection to Nguyen Van Giap Road leading to the Dong Bong pumping station.
A 3-meter-wide walking path circles the lake, featuring railings, lighting systems, trees and surrounding grass areas.
The project has a total investment of VND1.167 trillion ($44.3 million) from the city budget. Construction began in the first quarter of 2026 and is scheduled for completion in the fourth quarter of 2026, with key components to be finished before the 2026 rainy season.
To date, approximately 35.28 out of 36.76 hectares, or 96% of the site, are ready for construction. Contractors are waiting for the relocation of power lines and the connection of five substations within the lake area.
Regarding key components, contractors have excavated some 1.284 million out of 1.44 million cubic meters of the lake bed, reaching 89% and transported 1.284 million out of 1.46 million cubic meters of soil, also reaching 89%.
Construction of embankments and drainage systems is underway. Stone masonry at the outlet has been completed and the culvert base has been concreted. Reinforcement for culvert walls connecting to the drainage system leading to the Nhue River is in progress. Two pumps have been manufactured.
For key drainage components, excavation and soil transport are expected to be completed before May 15, 2026, along with the installation of SW400B sheet piles.
For the remaining components, contractors are deploying multiple construction teams simultaneously, aiming to complete all work before June 30, 2026.
Hanoi Party Chief Tran Duc Thang visits the Me Tri headwater lake project in Dai Mo Ward.
The Me Tri headwater lake project, Dong Bong 2 Lake, in Dai Mo Ward has a water surface area of about 12 hectares, with a water level elevation of 5.1 meters and an embankment approximately 1,950 meters long, along with culverts and regulating gates.
The project has a total investment of over VND601 billion ($22.8 million) from the city budget. Construction began in the first quarter of 2026 and is scheduled for completion in the fourth quarter of 2026, with major components to be completed before the 2026 rainy season.
To date, Dai Mo Ward has handed over 100% of the cleared site area, totaling 17.38 hectares. By April 30, 2026, key components such as the surrounding embankment, excavation and transport of soil and water intake and drainage systems connected to the Dong Bong canal have been largely completed.
The remaining components, including finishing the embankment crest, slopes, railings and walking paths around the lake, are scheduled for completion before June 30, 2026.
The Thang Long Boulevard expressway construction project connecting National Highway 21 to the Hanoi–Hoa Binh Expressway is a Group A project and a special-grade road transport project.
The project is approximately 6.7 kilometers long, with a cross-section width ranging from 120 to 161 meters, built in full alignment with the approved master plan.
The route includes four bridges and five tunnels, including one mainline underpass for the expressway and four cross underpasses for local traffic.
The total investment is VND5.25 trillion ($199.4 million), funded by the city budget and central government support, including VND2.7 trillion ($102.6 million) for site clearance.
So far, local authorities have handed over 93.09 out of 101.18 hectares, reaching 92%. However, some land users have not yet received approved compensation plans and have not agreed to relocate assets or demolish structures.
The project has three main construction packages. The goal is to open the parallel road section before June 30, 2026 and complete the entire project within 2026 as directed by the Hanoi Party Committee.
Challenges remain in site clearance at three locations: the K5 fuel depot covering 3.84 hectares, the C5 production facility covering 0.66 hectares and residential areas in Tan Binh Hamlet at Yen Binh intersection and Mieu intersection.

The Hanoi Department of Agriculture and Environment will coordinate with the two communes to guide policies on site clearance, resettlement and related challenges.
The Seraphin waste-to-energy plant, developed by Seraphin Green Environmental Technology Joint Stock Company, a member of AMACCAO Group, has a processing capacity of 2,250 tons per day and power generation capacity of 37 MW, with a total investment of VND4.85 trillion ($184.4 million).
The plant began receiving and processing household waste on May 1, 2025 and started supplying electricity to the national grid on July 1, 2025.
From May 1, 2025 to April 28, 2026, the plant processed 609,485.36 tons of household waste and generated 226,570.6 MWh of electricity. Ash output reached 96,944.21 tons, with 12,830.83 tons of solidified fly ash.
Seraphin is the first large-scale waste-to-energy project in Vietnam fully developed by a domestic enterprise.
The AMACCAO – Thanh Cong waste treatment and power generation plant is being developed by AMACCAO – Thanh Cong Renewable Energy Joint Stock Company.
The project has a capacity of 800 tons of waste per day, including 200 tons of industrial solid waste and 50 tons of hazardous waste per day. Its power generation capacity is 20 MW, with a total investment of VND3 trillion ($114 million).
On January 30, 2026, the Hanoi Department of Finance issued the investment registration certificate for the project at the Xuan Son solid waste treatment complex in Tung Thien Ward.
The investor is currently relocating and dismantling equipment and demolishing the old plant to clear the site for construction once conditions are met.
The goal is to begin waste processing operations by the National Day on September 2, 2027 and achieve full operation at least five months ahead of the originally approved timeline.
The Xuan Son solid waste treatment complex has been used for landfill operations for 20 years and is now severely polluted, affecting residents in the former Son Tay Town and Ba Vi Commune areas.
AMACCAO Group has proposed a project to rehabilitate and restore the environment at the Xuan Son site, aiming to incinerate legacy waste and transform the landfill area into green parks and themed parks.
The proposed project covers approximately 186 hectares, including the existing landfill and a 500-meter environmental impact buffer zone, with an estimated investment of VND2.300 trillion ($87.3 million) under a build-transfer contract model.
Speaking at the project sites, Hanoi Party Secretary Tran Duc Thang praised the efforts of departments, investors and contractors in overcoming challenges to accelerate project progress.
For the Phu Do regulating lake project, he emphasized that it is being implemented under urgent orders and is intended to address flooding during the 2026 rainy season.

He stressed that all project activities must proceed with urgency to meet immediate flood prevention needs and directed Tu Liem Ward to complete the remaining site clearance by May 15, 2026.
Investors and contractors were instructed to mobilize resources to accelerate construction while ensuring quality and safety, with the goal of completing the project by the end of June 2026.
Thang also instructed relevant agencies to urgently develop mechanisms and policies for handling excavated soil suitable for reuse in regulating lake projects, facilitating faster progress.
At the Me Tri headwater lake project, he required contractors to meet their commitments by completing the lake basin before May 10, 2026 and finishing landscaping and walking paths before June 30, 2026.
At the Thang Long Boulevard expressway project, the Hanoi Party Chief highlighted its strategic importance for the development of western Hanoi.
To meet the schedule, he required contractors to complete the route by June 30, 2026.
Thang also instructed Hoa Lac and Yen Xuan communes to complete site clearance for the remaining areas before May 10, 2026.
Relevant departments were tasked with promptly allocating funds for resettlement areas for affected residents.
At the Seraphin waste-to-energy plant, he praised its large-scale operations and its role in addressing the city's waste challenges using modern technology.
Thang commended AMACCAO Group for its determination in successfully implementing the project, benefiting businesses, the city and residents while supporting long-term environmental sustainability.
Regarding the AMACCAO – Thanh Cong plant, he urged relevant agencies to guide the investor in promptly completing the required procedures.
The Hanoi Party Chief set a target for the city to have an additional waste-to-energy plant by mid-2027.
On environmental treatment at the Xuan Son site, he stated that the proposal to process landfill waste aligns with the city's goal of building a clean and green environment.
He assigned the Hanoi People's Committee and relevant agencies to guide the necessary procedures for implementation.
Thang also encouraged AMACCAO Group to continue improving workers' quality of life and maintaining environmental standards during plant operations.
On this occasion, Tran Duc Thang and the city delegation, together with leaders of Vietnam National University, inspected several areas within the university campus in Hoa Lac.
