Hanoi Party Chief Nguyen Duy Ngoc and authorities of Hanoi, Hung Yen and Bac Ninh check on the progress of the Ring Road 4 - Capital Region project.
On November 23, Politburo Member and Hanoi Party Committee Secretary Nguyen Duy Ngoc inspected progress on the Ring Road No. 4 Capital Region Project in Hung Yen Province.
Participating in the inspection from Hung Yen Province were Central Committee Member and Provincial Party Secretary Nguyen Huu Nghia and Vice Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Quang Ngoc.
Joining the delegation from Hanoi were Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan and leaders of several city departments.
During the inspection, Ngoc heard reports on progress, challenges and bottlenecks related to the project in general and those specific to Hanoi and Hung Yen.
According to the Hung Yen Department of Construction, the province has completed about 97% of land clearance and handed it over to the investor. The remaining area consists primarily of residential land.
Local authorities have completed land surveys, verified land origins and basically finalized compensation and support plans for affected households.
They are now publicizing and completing compensation and resettlement plans and some areas have already issued land-recovery decisions.
Hung Yen Party Secretary Nguyen Huu Nghia briefed the delegation on the province's direction and implementation of the project.
He proposed that Hanoi report to the Government and request flexible capital-allocation mechanisms across localities to help ensure overall project progress.
Nghia also suggested maintaining regular meetings of the Project Steering Committee to promptly address emerging issues.
Speaking at the inspection, Hanoi Party Secretary Nguyen Duy Ngoc commended the proactive and responsible efforts of localities and construction units.
He asked relevant provinces to study and evaluate land-clearance and construction practices from the Ring Road No. 3 project to apply lessons to Ring Road No. 4.
Ngoc requested Hanoi, Hung Yen and Bac Ninh to coordinate closely and share experiences to address difficulties, especially land clearance and material supply.
Localities must ensure progress, while contractors should find ways to shorten construction time and improve quality.
The Ring Road No. 4 Capital Region Project is a national key transport project approved by the National Assembly under Resolution 56/2022/QH15.
The project aims to complete critical regional transport infrastructure, ease congestion in urban cores, boost socio-economic development and strengthen regional connectivity.
The project has a total length of 112.8 kilometers, including 103.1 kilometers of expressway and 9.7 kilometers of connecting routes. It passes through Hanoi (58.2km), Hung Yen (19.3km) and Bac Ninh (25.6km).
The Steering Committee is headed by the Hanoi Party Secretary, with the Party Secretaries of Bac Ninh and Hung Yen serving as deputy heads.
The project began simultaneously in Hanoi, Hung Yen and Bac Ninh on June 25, 2023. Component 3, the PPP expressway section, was launched on September 6, 2025.
