On March 12, Nguyen Doan Toan, member of the Standing Board of the Hanoi Party Committee and Head of the Committee for Publicity, Education and Mass Mobilization of the Hanoi Party Committee, led a city delegation to inspect preparations for the election of the 16th National Assembly and People's Councils at all levels for the 2026–2031 term in Son Dong commune, Duong Hoa commune and Dai Mo ward.

Localities ready for election day

In Son Dong Commune, Toan and the city delegation inspected Polling Station No. 19, reviewing the posted voter lists, candidate biographies for the National Assembly and People's Councils at all levels, polling areas and ballot boxes.

According to a report from the Son Dong Commune Party Committee, the commune has basically completed the necessary conditions to organize the election in accordance with regulations.

Alongside extensive communication about the election across the commune, authorities have installed 15 large billboard clusters, 20 four-sided billboards and 38 two-sided billboards, while hanging 66 banners at cultural houses and public gathering points.

More than 300 decorative pennant flags and 500 national flags have been displayed along main roads and 2,200 Party and national flags, more than 500 red flags and 5,800 meters of decorative flag lines have been distributed to villages.

The consultation process and voter meetings for candidates running for the 16th National Assembly and People's Councils at all levels for the 2026–2031 term have been organized in accordance with regulations.

The official list of candidates running for the Son Dong Commune People's Council for the 2026–2031 term includes 44 individuals.

The commune also coordinated the organization of two voter meetings for candidates running for the National Assembly and the Hanoi People's Council to present their campaign programs through a hybrid format combining in-person participation with online connections from Hoai Duc Commune to several communes, including Son Dong, attracting more than 500 voters.

The commune has a total of 42,335 voters. Voter cards were printed according to regulations and handed over to polling teams on March 5 for distribution based on posted voter lists, while the commune police continue reviewing changes in voter information.

In Duong Hoa Commune, the delegation inspected preparations at Polling Station No. 5 located at the Cultural House of Hamlet 5.

Reporting at the meeting, Phung Ba Nhan, Secretary of the commune Party Committee and Chairman of the commune People's Council, said the commune has 46 polling stations across eight electoral units.

A total of 26 members will be elected to the second-term Duong Hoa Commune People's Council for the 2026–2031 period. Statistics show that the commune has 41,556 voters.

The commune has completed posting voter lists and candidate biographies for the National Assembly and People's Councils at all levels for the 2026–2031 term at polling stations.

Plans to ensure security and order have been developed and facilities, equipment and supplies necessary for the election have been adequately prepared.

The commune Election Committee has received and distributed ballots, ballot boxes, seals, instructional documents and office supplies to polling teams.

All 46 polling teams have completed distributing voter cards to residents.

At polling stations, decoration, voter guidance desks, ballot-writing areas and posted materials have been arranged in accordance with regulations.

Environmental sanitation, healthcare services and disease prevention plans have also been prepared and implemented at polling locations.

Election communication has been promoted through the local broadcasting system, social media and various other channels, helping raise public awareness about citizens' rights and responsibilities.

Visual communication campaigns have also been widely implemented with 1,030 national flags, Party flags, pennant flags and red flags displayed.

Nineteen banners, billboards and billboard clusters have been installed at central areas, administrative offices and major roads, contributing to an improved urban landscape and creating a festive atmosphere as residents prepare for election day.

No complaints or petitions related to the election or candidate nominations have been recorded.

Reporting to the delegation, Nguyen Thi Hoai Thu, Standing Vice Secretary of the Dai Mo Ward Party Committee, said the ward includes Election Board No. 1 in Residential Group 5 – Trung Van, where more than 70% of residents are Catholic.

The area has more than 1,100 voters, including about 500 households with more than 2,000 parishioners.

During election preparations, the ward has proactively coordinated with the Fatherland Front working committee, mass organizations and local religious leaders to encourage parishioners to exercise their civic rights and responsibilities.

The ward has also developed plans to encourage voters to participate early and fully in the election.

Communication activities have been conducted through various channels including the ward broadcasting system, banners, slogans, billboards and outreach in residential areas.

The communication content focuses on the meaning and importance of the election, voter rights and responsibilities and the biographies of candidates.

All 30 polling stations have been equipped with necessary facilities to ensure the election is conducted in a solemn and orderly manner in accordance with regulations.

The ward has also developed plans to ensure political security and public order before, during and after election day, with specific assignments for relevant forces.

As of March 11, the ward had a total of 40,794 voters and is continuing to review the voter list.

Voter lists and candidate biographies for the National Assembly and People's Councils at all levels have been posted fully in accordance with regulations.

Authorities have prepared 30 main ballot boxes, 30 mobile ballot boxes and five additional mobile ballot boxes for potential needs.

Maintaining full focus until election day

Speaking at the meeting, Head of the Committee for Publicity, Education and Mass Mobilization of the Hanoi Party Committee Nguyen Doan Toan praised the election preparations carried out by Party committees, local authorities and polling teams in the inspected areas.

He emphasized that from now until election day, local authorities and relevant forces must maintain maximum focus and carefully review every step to ensure all tasks are performed correctly and effectively without any errors.

Polling teams should organize rehearsal exercises for voting and vote-counting procedures to ensure operations are conducted scientifically, accurately and efficiently.

Local authorities should continue strengthening communication activities through coordinated approaches including visual communication and grassroots information systems, especially through villages and residential groups.

This will help voters fully understand their rights and responsibilities when participating in the election and learn about the action programs and professional backgrounds of candidates, enabling them to select capable and worthy representatives to participate in state power bodies at all levels.

Polling teams must guide voters to cast valid ballots according to regulations and avoid invalid votes.

Toan also urged local authorities to intensify efforts encouraging voters to vote early while ensuring citizens fully exercise their rights and responsibilities.

On election day, polling teams must assign clear responsibilities to each member to serve voters according to established procedures, from distributing ballots and guiding the voting process to confirming voter participation.

Polling stations should organize appropriate crowd flow, arrange waiting areas and provide necessary conditions to facilitate voters while ensuring an orderly and civilized election atmosphere.

After voting concludes, polling teams must seal ballot boxes and transport them safely to designated locations before conducting vote counting according to established procedures.

Responsibilities must be clearly assigned to ensure vote counting is conducted quickly and accurately while minimizing errors.

Security and public order must also be ensured, with authorities closely monitoring developments and promptly addressing any legal violations to guarantee a safe election day.

In addition, local authorities should pay attention to environmental sanitation and landscape improvement, ensuring roads and public spaces remain clean and well organized so that election day truly becomes a major civic celebration for the people.
