On December 16, Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha chaired a meeting to deploy preparations for activities serving New Year 2026 and the Lunar New Year of the Fire Horse across the city.

Proactive supply, social security and public order during Tet
Reports at the meeting showed that the city has proactively launched Tet preparations across all sectors.
Ensuring adequate supplies of essential goods remains a key task to stabilize the market and meet rising year-end consumer demand.
Overview of the meeting.
The city People's Committee directed the Department of Industry and Trade to implement a market stabilization program involving 19 participating units, supplying goods at more than 10,700 retail outlets citywide.
At the same time, the city has strengthened regional linkages through trade promotion programs, connecting the consumption of more than 4,000 agricultural and specialty products from various regions and 3,463 Hanoi OCOP products through supermarket systems and retail chains.
These efforts help ensure supply, limit price fluctuations and support product consumption in localities.
Authorities have also intensified market inspection and control. The city's market management force has carried out peak inspections and strictly handled violations related to smuggling, counterfeit goods, unclear origins, food safety breaches and trade fraud during the year-end period, New Year, Lunar New Year and the Spring Festival season of 2026.
Regarding social security, the Hanoi Department of Home Affairs has coordinated with relevant agencies and localities to develop a plan to provide Lunar New Year gifts for policy beneficiaries, people with meritorious service and vulnerable groups.
The city plans to distribute more than 1.1 million gift packages, with a total budget exceeding VND574 billion (US$21.8 million), demonstrating the city's deep care for all residents during the traditional Tet holiday.
Hanoi Department of Public Security has launched a peak crime prevention and suppression campaign from December 15, 2025 to March 16, 2026, ensuring absolute security and order for major national political events, the Lunar New Year and early-year festivals.
Functional forces will also focus on preventing and strictly handling illegal production, trading and use of fireworks.
In parallel, the city has implemented infrastructure, environmental, transport and healthcare measures in a coordinated manner.
Authorities have ensured a stable water supply, maintained environmental sanitation, improved urban landscapes, intensified traffic safety communication and alcohol control and required the health sector to provide 24/7 duty coverage, emergency readiness, disease prevention and food safety throughout the Tet period.
In cultural and tourism activities, the city plans to organize a diverse and rich series of events starting before Tet and continuing throughout the holiday.

Heritage sites will remain open to serve residents and visitors, while new tourism products will debut to create a distinctive traditional Tet atmosphere for the capital.
The city plans to stage fireworks displays at five locations for the New Year 2026 and at 31 locations for the Lunar New Year, creating cultural and spiritual highlights for residents.
Ensuring residents fully enjoy the Tet atmosphere
Concluding the meeting, Vice Chairwoman Vu Thu Ha emphasized that 2026 marks the first year Hanoi applies the two-tier local government model.
Therefore, the city needs to deploy Tet activities earlier, more systematically and over a longer period to create a joyful atmosphere and best meet the needs of residents and visitors.
According to the Vice Chairwoman, Tet activities this year will start on December 20 and continue through the end of the Lunar New Year, with a proactive and coordinated approach and clear assignment of responsibilities to each department, sector and locality.
Early implementation will reduce peak pressure and allow residents to fully enjoy the festive atmosphere, Ha said.
She required localities to closely coordinate with departments and sectors to organize cultural, artistic and sports activities suited to local conditions, ensuring dignity, thrift and effectiveness and contributing to civilized urban lifestyles.
City leaders also urged localities to urgently review and renovate streets, parks, squares and historical sites and complete environmental cleanup before December 23. Each locality must select at least two streets or focal points for decoration to create festive landscapes for residents.

Regarding Tet care for residents, she stressed the need to comprehensively review all eligible policy beneficiaries, people with meritorious service and vulnerable groups to ensure no one is overlooked.
The city will also study the design of a dedicated Tet gift set that reflects Hanoi's cultural identity while remaining dignified and meaningful.
The city leadership assigned the Hanoi Department of Public Security and the Capital Command to develop plans to ensure security and safety for all activities and events and requested stronger communication efforts so residents and visitors can easily access information on Tet activities.
The Vice Chairwoman also instructed the Hanoi Department of Construction to urgently review and clearly assign responsibilities for urban decoration and beautification, complete the implementation plan and report results no later than December 20.
The Party Committee's Commission for Publicity, Education and Mass Mobilization will continue to guide and inspect localities in decoration and communication work to ensure New Year celebrations and Party Congress-related activities take place in a coordinated, professional, modern and high-quality manner.
