In 2025, the economy of Phu Dong Commune continued to grow and total state budget revenue reached VND25.127 billion (US$1.01 million), equal to 126.2 percent of the assigned estimate.

The commune carried out site clearance for 21 projects with a total area of 199.59 hectares involving 5,050 households and organizations affected by land recovery, and disbursement of public investment capital reached 100 percent of the plan for central funding (VND200 billion (USD8 million)) and 91 percent of the plan for city funding (VND477.195 billion (USD19.09 million)).
The commune also advanced public administration reform, digital transformation and governance. As of November 30, the public service center received 15,026 cases and resolved nearly 98 percent on time.
Despite these achievements, Phu Dong Commune faces specific challenges such as a large area, a dense population and a heavy administrative workload. Infrastructure is not fully synchronized and lacks key connecting routes needed for regional economic development. Financial resources remain limited even as investment needs are high, and the demands of digital transformation and modern governance require stronger staff capacity.
The city's supervisory team commended the commune for its model of waste sorting at the source. The report from the Party Committee clearly outlined achievements and remaining issues that need solutions.
Team members offered feedback on areas such as unlocking the potential of riverside zones for tourism, improving public investment disbursement and strengthening digital transformation and information technology infrastructure. They asked the commune to identify obstacles more clearly, review staffing and the use of commune level civil servants and propose more specific plans for personnel utilization and public communication.
Responding to the issues raised, Dang Thi Huyen, Secretary of the Party Committee and Chairwoman of the Commune People's Council, said the commune has prioritized digital transformation since its establishment. It created a steering committee headed by the Secretary of the Party Committee and developed a digital transformation plan for the commune.
Regarding the waste sorting model, she said Gia Lam launched the program in 1998 during a campaign encouraging women and residents to avoid dumping waste on streets. The commune has continued to strengthen public awareness and mobilize social resources to equip waste sorting bins, earning strong support from residents.

Recognizing that digital transformation must reach every resident, Phu Dong Commune mobilized social contributions to provide iPads for Party cell secretaries while organizing training programs to build a digital Party cell model.
In socio-economic development, the commune achieved 11 out of 12 mandated targets in 2025, with the remaining target on national standard school construction delayed due to land clearance issues. The commune has 14 kilometers of dike and about 500 hectares of riverside land and plans to prioritize high quality agricultural production. It is preparing a restructuring plan and encouraging households to consolidate fields to support cultural tourism and experiential agricultural tourism.
To achieve double digit growth, the commune has identified commerce and services as its main economic drivers, with a focus on leveraging the strengths of Ninh Hiep Market and digital commerce to build stable local revenue.
Huyen said Phu Dong does not lack personnel but staff capacity varies and shows gaps. To address this, the commune has developed a plan to build a streamlined, capable and effective team of civil servants.
In her concluding remarks, Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha praised the proactive efforts of Phu Dong Commune in implementing the two tier administration model and achieving concrete results.
She asked the Standing Committee of the Commune Party Committee to consider the supervisory team's feedback and focus on clarifying issues, analyzing obstacles and proposing specific solutions. She emphasized the importance of identifying problems honestly and resolving them thoroughly.
She said the commune should capitalize on its strong team of young and dedicated officials, channel their energy into building a dynamic administrative system and use initiative and creativity to handle both immediate and long term tasks.
Vice Chairwoman Ha requested the commune to outline in more detail its digital transformation work with a proactive mindset. She stressed that any feasible initiative should be implemented immediately to create visible improvement.
Regarding food safety, she urged stronger communication to change public awareness and encourage consistent behavioral shifts.
She called for efforts to stimulate breakthrough growth by developing logistics services and attracting investment. She highlighted opportunities to use cultural heritage sites and spiritual tourism to create products that draw visitors.
With Tet 2026 approaching, she asked the commune to quickly prepare a practical plan to ensure a joyful and inclusive holiday. She said every household should feel the benefits of the two tier government model and the care of local authorities.
