
At the ceremony, Vice Chairman of the Hanoi People's Committee Truong Viet Dung and other delegates pressed the launch button to officially introduce the application, marking a new step in the ward's digital transformation efforts.
Speaking at the event, Ha Phu Binh, Vice Chairman of the Lang Ward People's Committee, said the initiative implements Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation, along with related directives from central and city authorities and the ward's 2025–2030 digital development plan.
Since its establishment, the ward's Party Committee, People's Council and People's Committee have prioritized synchronized digital transformation measures. Despite initial challenges in implementing Resolution 57, the first Ward Party Congress identified science, technology, innovation and digital transformation as key breakthroughs for the 2025–2030 term.
Over six months of implementation, the awareness, responsibility and digital skills of local officials and civil servants have improved significantly, particularly in applying artificial intelligence in professional tasks. These improvements have contributed to enhancing the effectiveness of grassroots governance and better serving residents and businesses.

Developed in response to practical needs in state management at the grassroots level, the Smart Zalo Lang Ward application operates on the Zalo social media platform with user-friendly and accessible features for residents and enterprises.
The app provides comprehensive information about the ward, including locations of administrative offices, healthcare and educational institutions, historical sites and service establishments. It also offers updates on food safety and fire prevention management, news from the political system, and smart broadcasting services. Notably, it serves as an official digital channel for receiving, processing and responding to feedback and recommendations from citizens and businesses.
Addressing the event, Vice Chairman Truong Viet Dung praised Lang Ward for proactively implementing a practical and meaningful digital transformation model that directly supports state management and public interaction.
He emphasized that digital transformation is not merely about digitizing procedures, but about shifting from passive management to proactive governance, and from case-by-case handling to data- and outcome-based management.
A digital channel for receiving and handling public feedback, he said, is not just a technical tool but a direct measure of administrative quality and the service spirit of grassroots authorities.

"Technology does not lessen officials' responsibilities; it clarifies them," Dung said, adding that each citizen's feedback is valuable data for authorities to review and adjust their governance methods.
He urged Lang Ward to continue innovating leadership and management methods on digital platforms, clearly identify governance challenges arising from grassroots realities, and use public satisfaction as a measure of effectiveness. He also called on the Fatherland Front and socio-political organizations to strengthen supervision and social criticism in the digital environment, thereby reinforcing public trust in government.
Dung affirmed that the city will continue supporting grassroots authorities, promptly addressing obstacles, replicating effective models and practical initiatives, and evaluating performance based on substantive results rather than formality.
Following the ceremony, MobiFone Hanoi representatives guided delegates on installing and using the Smart Zalo (AI) Lang Ward application.
