The meeting was joined by Nguyen Anh Tuan, member of the Party Central Committee and Deputy Head of the Central Strategic Policy Commission; Nguyen Van Phuong, Secretary of the Quang Tri Provincial Party Committee; Hoang Van Nghiem, Secretary of the Son La Provincial Party Committee; Ha Minh Hai, member of the Hanoi Party Committee Standing Board and Head of the Hanoi Party Committee's Organization Commission; Nguyen Xuan Luu, member of the Standing Board and Vice Chairman of the Hanoi People's Committee; Tran Thanh Ha, member of the Hanoi Party Committee and Chief of Office of the Hanoi Party Committee and leaders from the Department of Finance, Department of Education and Training and other agencies.

Overview of the event.
During the talks, Anouphap Tounalom said he was pleased to welcome Hanoi's high-level delegation at a time when Laos is celebrating the 50th anniversary of its National Day. He said the visit reflects the close and longstanding bond between the two capitals.
On behalf of the Party Committee, authorities and people of Hanoi, Nguyen Duy Ngoc congratulated the Lao people on the major achievements they have made over 50 years of nation building and 40 years of renovation. He noted that Laos has maintained stable GDP growth and continued to improve living standards and per capita income, which has strengthened its role in the region and internationally.
Both leaders reaffirmed that the special friendship between the Parties, States and peoples of Vietnam and Laos provides a strong foundation for the partnership between Hanoi and Vientiane. They agreed to deepen their comprehensive cooperation across all channels and sectors and to expand new areas of collaboration in line with the strategic direction set by senior leaders of both countries through infrastructure connectivity, economic linkages and people-to-people exchanges.
The two sides noted the progress achieved under the 2022 to 2025 cooperation memorandum. Hanoi and Vientiane have carried out many effective activities, projects and programs, maintained regular high-level exchanges and translated strategic commitments into action through two city-level agreements and eight agreements between departments and sectors in areas such as Party building, economic cooperation, investment, agriculture, health, education and people-to-people exchanges. Education cooperation, scholarships, personnel training, vocational programs, agricultural and health activities and experience-sharing forums and investment cooperation events have all brought practical results, reflecting a comprehensive and results-oriented partnership.

Looking ahead, the two capitals agreed to strengthen cooperation in Party building and political system development and expand personnel training and education programs. They discussed support for Vientiane's economic development projects and placed special focus on economic and trade cooperation. They also agreed to organize activities that promote investment, trade, tourism, cultural exchanges and people-to-people ties as the two countries prepare to mark the 65th anniversary of diplomatic relations and the 50th anniversary of the Vietnam Laos Treaty of Amity and Cooperation in the Vietnam Laos Solidarity and Friendship Year 2027.
Later the same day, Vientiane awarded the Second Class Development Order to Hanoi for its contributions to cooperation between the two capitals. Hanoi's development support project to build the headquarters of Vientiane's Department of Justice and People's Procuracy, inaugurated in April 2024, was highlighted as a symbol of the strong friendship between the two capitals and Vientiane's social development.
