Nguyen Manh Quyen, member of the Hanoi Party Committee and Deputy Chairman of the Hanoi People's Committee, attended and delivered remarks at the event.

According to Dang Huong Giang, Director of the Hanoi Department of Tourism and Secretary of the department's Party Committee, the congress took place at a critical time as Hanoi and the nation are undergoing major reforms in local governance.

It served as a moment for reflection on the achievements of the past term and the setting of new goals for the future.

She emphasized that unity, innovation, and creativity have been key to helping the capital's tourism sector overcome the severe impacts of the COVID-19 pandemic and emerge as a pillar of Hanoi's socio-economic development.

The Party Committee's political report highlighted that the 2020–2025 term was full of challenges, particularly due to the pandemic.

Despite this, Hanoi's tourism sector made significant progress under the leadership of the Party Committee.

In 2024, the city welcomed nearly 28 million visitors, a 12.7% increase from 2023, with total tourism revenue exceeding VND110 trillion (US$4.2 billion). In Q1/2025, Hanoi received an estimated 15.5 million visitors.

The city has paid increasing attention to the development of tourism infrastructure, service quality, and diverse tourism products, including night tours, craft village tourism, and smart tourism.

In terms of Party building, the Party Committee strictly implemented the Central Party Resolutions of the 11th, 12th, and 13th congresses and promoted the study and practice of Ho Chi Minh's ideology, ethics, and lifestyle.

During the term, six new party members were admitted. Inspection and supervision were strengthened, and the operations of affiliated organizations such as the Trade Union and Youth Union were revitalized and made more effective.

In his address, Deputy Chairman Quyen praised the outstanding results achieved by the Department's Party Committee over the past term.

He noted that tourism is one of the most affected sectors during the pandemic, and the sector's recovery was particularly impressive.

This reflects the resilience and determination of the department's staff and party members, he said.

Quyen called on the tourism sector to develop specific strategies to attract more visitors, especially high-quality international tourists, to help increase the city's budget revenue.

He stressed the importance of collaboration between the tourism sector and other departments such as culture, trade, and localities to promote Hanoi's cultural heritage, historical sites, and natural landscapes through signature tour packages.
