Beyond improving the landscape, the project aims to comprehensively address environmental pollution and revive one of Hanoi's historic rivers that has long been part of daily life in the capital.

According to the Hanoi People's Committee plan, the groundbreaking ceremony is scheduled for the morning of December 19, 2025. The event will be held concurrently with several other key projects nationwide, creating strong momentum ahead of a major national political milestone.
The groundbreaking ceremony for the To Lich River linear park renovation and redevelopment project will take place in Nghia Do Ward, Hanoi.
The investment objectives align with the Politburo's resolution on building and developing Hanoi to 2030 with a vision to 2045. They also follow the Capital Planning for 2021–2030 with a vision to 2050 approved by the Prime Minister under Decision No. 1569/QD-TTg dated December 12, 2024, and the adjusted Hanoi Master Plan to 2045 with a vision to 2065 approved under Decision No. 1668/QD-TTg dated December 27, 2024, along with relevant zoning and detailed plans.
The project also seeks to upgrade the landscape along both riverbanks with local identity while meeting public needs for recreation, leisure, and community activities. It is expected to promote cultural, commercial, service, and tourism development in the project area and across Hanoi, contribute to environmental protection, and support sustainable development by making effective use of land and location advantages.
The main investment components include paved areas such as sidewalks, plazas, retaining walls for planting beds, riverside walkways, stepped seating, ramps, curbs, planting beds, parking areas, sports courts, playgrounds, and pedestrian paths.
Architectural works include service facilities, landmark structures, and auxiliary buildings.
Greenery components cover large shade trees along the river, shrubs, low plants, lawns, aquatic vegetation, climbing plants, and pergolas.
Other equipment and amenities include benches, trash bins, outdoor fitness equipment, playground facilities, decorative sculptures, and lighting systems.

The preliminary land use demand is about 737,927.6 square meters, subject to final determination during appraisal and approval in accordance with regulations.
Construction of works and infrastructure is expected to take place from the fourth quarter of 2025 to the fourth quarter of 2028.
The project is planned as a public-private partnership under a build-transfer contract with land fund payment, with an estimated total investment of about VND4.66 trillion ($190.4 million).
This project will be implemented in parallel with the To Lich River water replenishment project, aiming to improve and beautify the river, reduce environmental pollution, and comply with directions outlined in Notice No. 111-TB/VPTW dated December 3, 2024, from the Party Central Office on the General Secretary's conclusions during a working session with the Standing Board of the Hanoi Party Committee.
More than an infrastructure project, the renovation and redevelopment of the park along both banks of the To Lich River is a key part of Hanoi's effort to revive its historic waterways. The project represents both a step toward a more civilized and modern capital and a symbol of strong political resolve and broad social engagement to improve the living environment and enhance residents' quality of life.
