The project is being developed by a consortium comprising Viglacera Corporation, Hoang Thanh Infrastructure Investment and Development Joint Stock Company and Central Construction Joint Stock Company.

Design of the project.
The total planned land area is about 445,886 square meters, excluding 1,359 square meters of existing residential land within the planning boundary. Of this, around 165,255 square meters will be used for residential development and operation.
Social housing will be built on approximately 131,975 square meters in the form of high-rise apartment buildings, while about 33,280 square meters will be allocated for commercial housing, including both low-rise and high-rise buildings. The project will provide roughly 3,530 apartments and 99 adjacent low-rise houses, with an estimated population of about 12,465 residents.
Commercial and service facilities will be developed on around 34,276 square meters of land, with a total usable floor area of about 72,876 square meters.

Design of the project.
Located in Phuc Thinh Commune, the project has an estimated total investment of about VND9.307 trillion (US$380 million) and will be implemented from 2024 to 2030.
Once completed, the development is expected to help synchronize social and technical infrastructure in the area and deliver a modern urban zone aligned with approved planning, offering improved living conditions for residents in Hanoi and the surrounding areas.
The project contributes to the national program approved by the Prime Minister to build at least one million social housing units for low-income households and industrial park workers during the 2021–2030 period. It is also consistent with Hanoi's housing development program and plan as well as the detailed 1:500 zoning plan approved by the city.
The development aims to create a concentrated social housing area with integrated infrastructure, expand the city's housing stock, improve the urban landscape and support local socio-economic growth.
It is aligned with the adjusted master plan for Hanoi's urban development through 2030, with a vision to 2050 and concretizes the approved orientation of the N7 subzone at a 1:5000 scale.
The project is designed as a self-contained urban area providing housing, services and amenities in line with detailed planning while meeting social housing needs under the Housing Law.
Its implementation is expected to strengthen local infrastructure, promote urbanization in Phuc Thinh Commune and make a meaningful contribution to Hanoi's broader socio-economic development.
