The Party Committee of the Hanoi People's Committee on October 13 held its second (expanded) Executive Committee Conference to review Party building work over the first nine months of 2025, set out tasks for the remaining quarter, conclude the organization of the Party Congress for the 2025–2030 term, and disseminate the Resolution of the 1st Party Congress of the Hanoi People's Committee for the 2025–2030 tenure.
The meeting was chaired by Tran Sy Thanh, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, Secretary of the Party Committee of the Hanoi People's Committee, and Chairman of the Hanoi People's Committee.

Positive Economic and Social Results
Reporting at the conference, Deputy Secretary Doan Trung Tuan noted that under the close leadership of the Hanoi Party Committee and the People's Council, the Party Committee of the People's Committee successfully guided the city's implementation of key political and development tasks.
During the first nine months of 2025, Hanoi's socio-economic performance showed positive momentum, with GRDP increasing by 7.92% - 1.25 times higher than the same period last year. The city's economy is estimated to reach US$63.5 billion in 2025. up from $58.6 billion in 2024, accounting for approximately 12.5% of the national GDP.
Total state budget revenue in Hanoi was estimated at VND530.8 trillion ($20.9 billion), reaching 103.3% of the target and increasing by 39.9% year-on-year.
Administrative reform and digital transformation continued to be bright spots, with significant progress in developing digital data systems and expanding online public services linked to citizen needs and business operations.
National defense was strengthened, political security and social order maintained, and social welfare policies implemented promptly and comprehensively. Urban planning, construction management, and environmental sanitation were also key focus areas.

Strengthening Political and Organizational Work
The Party Committee continued to emphasize political and ideological education and mass mobilization work, ensuring timely identification and resolution of emerging social issues. Party organization and membership development were well managed.
In preparation for major national celebrations, including the 80th anniversary of the August Revolution and National Day, the Party Committee directed the Hanoi People's Committee to coordinate with central ministries to ensure all infrastructure, logistics, and safety measures were meticulously implemented for the military parade and other events.
Successful Party Congress Organization
Tuan highlighted that the preparation and organization of the 1st Party Congress of the Hanoi People's Committee for the 2025–2030 term were conducted seriously, in accordance with regulations, and achieved high quality. The congress was recognized by the City Party Committee as a successful model for its thorough documentation, effective discussion process, and sound organization.
Leadership Orientation and Key Tasks
In his concluding remarks, Chairman and Secretary Tran Sy Thanh emphasized that 2025 marks the first year of implementing Party Congress resolutions at all levels, a pivotal year requiring strong focus and coordination.
He reaffirmed Hanoi's target of achieving GRDP growth of 8–8.5%, as directed by the central government — a goal that demands determination and innovation in management and governance. The city must also effectively implement the revised Capital Law and Resolution 15 on the development direction of the capital.
Thanh noted that despite overlapping tasks — including administrative restructuring and congress organization — the Party Committee demonstrated unity, discipline, and leadership, successfully completing all required congresses at 61 subordinate Party organizations by July 31, 2025.
The congress documents were comprehensive and analytical, identifying achievements, shortcomings, and lessons learned, forming a solid foundation for the city's development orientation and strategic objectives for 2025–2030.
Directions for the Remaining Months and Beyond
Looking ahead, Thanh called on all Party units to maintain unity in thought and action, strengthen internal governance, and continue building a clean and strong political and administrative apparatus. He emphasized the need for scientific and effective leadership, proactive forecasting, and decisive handling of emerging issues.
He urged all units to promptly implement resolutions and action programs of Party congresses at all levels, aligning them with the city's socio-economic development plans. Thanh also highlighted the importance of implementing Directive No. 50 (July 23, 2025) from the Party Secretariat on improving grassroots Party activities, enhancing political education, and promoting exemplary leadership among Party members.
He further directed the review and consolidation of Party organizations in line with administrative reforms to enhance comprehensive leadership capacity.
Key priorities include achieving 8–8.5% economic growth in 2025, setting the foundation for double-digit growth between 2026 and 2030; improving the two-tier municipal governance model; accelerating major infrastructure projects; promoting innovation, science, and digital transformation to position Hanoi as a national and regional innovation hub; strengthening urban management, environmental protection, and social welfare; and ensuring cultural and human development.
