The resolution sets out a broad objective to improve the city's institutional framework and governance structure, and to advance industrialization, modernization and private sector development.

Hanoi will promote science, technology, innovation and digital transformation. The city will also focus on culture, education and training, ensure social security, improve social welfare, and continue building modern and well-connected infrastructure.
It will use natural resources efficiently, strengthen environmental protection, enhance external relations and international integration, and carry out anticorruption and antiwaste efforts while safeguarding national defense and public order. The city will continue its five guiding themes of discipline, responsibility, action, creativity and development.
The resolution sets 26 key targets for 2026, including GRDP growth of 11 percent and GRDP per capita of VND198 million (US$7,900). Implemented investment is expected to reach VND730 trillion (US$29 billion) and export turnover is projected to rise 12 percent. The consumer price index will be kept below 4.5 percent.
The resolution outlines major tasks such as institutional improvement, administrative reform, growth promotion, industrialization, modernization and private sector expansion. Hanoi will also advance science, technology, innovation and digital transformation, and strengthen culture, education, training and social welfare.
The city will continue to build well-connected and modern infrastructure and improve urban management. Key projects must stay on schedule, including Urban Rail Line 2.1 Nam Thang Long to Tran Hung Dao, Line 5 Van Cao to Hoa Lac, land clearance for the high-speed rail line Lao Cai to Hanoi to Hai Phong, Ring Road 4 of the Capital Region and the new Red River bridges Tu Lien, Thuong Cat and Tran Hung Dao. The city will also break ground on the Red River Landscape Boulevard project.
Hanoi will introduce a low-emission zone within Ring Road 1. It will study additional administrative penalties for traffic violations inside the zone, update vehicle data for clean and green energy vehicles at the time of registration and inspection, and add regulations on license plate background colors for clean and green energy vehicles. Technology will be used to identify vehicles by license plate when enforcing the low-emission zone.
The city will develop technical standards for charging poles and electric vehicle batteries. It will also prepare a plan to expand power supply capacity for organizations and individuals shifting from fossil fuel vehicles to electric vehicles.
The resolution calls for efficient use of natural resources and land, stronger environmental protection and active climate response. It also emphasizes improved external relations, stringent anticorruption efforts, and strengthened national defense and public security.
The city will enhance coordination between the People's Committee, the Standing Committee of the People's Council, the Hanoi delegation to the National Assembly, the Council's committees, the Vietnam Fatherland Front in Hanoi and its member organizations.
