The conference was chaired by Vu Dai Thang, Party Central Committee member, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People’s Committee. Attending and delivering remarks was Senior Lieutenant General Huynh Chien Thang, Party Central Committee member, Central Military Commission member, and Deputy Chief of the General Staff of the Vietnam People’s Army.
Also attending were Major General Dao Van Nhan, Standing Committee member of the Hanoi Party Committee and Commander of the Hanoi Capital Command, and Pham Thi Thanh Mai, Vice Chairwoman of the Hanoi People’s Council and Deputy Head of the city’s National Assembly delegation.

Meeting force requirements in both scale and quality
In 2025, Hanoi continued to implement the city’s programs and plans effectively. Priorities included Resolution No. 44, dated November 24, 2023, of the 13th Party Central Committee on the “Strategy for National Defense in the New Situation,” and programs to strengthen defense and security capacity in 2021–2025.
The city promoted socio-economic development alongside stronger defense and security, posting GRDP growth of more than 8 percent in 2025. The capital’s armed forces organized 17 rounds of combat readiness duty, totaling 191 duty days, and mobilized 871,664 personnel deployments to ensure security and safety during holidays, Tet, and major political, cultural, and external relations events of the country and the capital.

Recruitment and conscription were carried out strictly. The city fulfilled 100 percent of assigned conscription targets, sending 3,700 citizens to military service and 717 citizens to serve in the People’s Public Security forces. The quality of conscripts continued to improve.
Work to build the reserve force and militia and self-defense force was strengthened to ensure sufficient numbers and quality to meet task requirements. The Hanoi Capital Command closely coordinated with the city police in implementing Government Decree No. 03, dated 2019, proactively monitoring developments and deploying plans to ensure security and safety for more than 2,000 events, helping maintain political stability and public order across the city.
Disaster prevention and search and rescue were carried out under a prevention-first approach and the “four on the spot” principle. During the year, the capital’s armed forces mobilized nearly 11,000 personnel and hundreds of vehicles to respond to natural disasters, fires and support localities when needed.

The city also continued to implement policies for military families and people with meritorious service, with more than VND16.7 billion (US$668,000) allocated for visits and assistance.
Linking defense with socio-economic development
In his remarks, Senior Lieutenant General Huynh Chien Thang praised Hanoi’s results in 2025.
He said the city played a core role in building an all-people national defense posture, linked with a strong people’s security posture, and effectively mobilized resources to strengthen the defensive zone.
The overall quality, strength, and combat readiness of the capital’s armed forces improved, with strict readiness maintained and close coordination with police to protect key targets and major political events.
He highlighted that training, drills, and readiness posture transitions were carried out seriously, while operational plans and documents were updated in time to match task requirements.

He added that Hanoi reorganized local military agencies in line with the two-tier local government model, fulfilled conscription tasks in 2025, strengthened reserve and militia forces, and promoted the armed forces’ role in disaster response.
The city also provided advice that supported the successful organization of the military parade and march marking the 80th anniversary of the August Revolution and National Day on September 2.
For 2026, Thang called on Hanoi to maintain strict combat readiness and ensure absolute safety for major political events, especially the 14th National Party Congress and elections for the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.
He urged the city to continue implementing policies on military organization, closely link defense with socio-economic development, and build a comprehensively strong capital armed force capable of fulfilling assigned tasks.

Ensuring security and safety for major political events
On behalf of the city leadership, Hanoi Mayor Vu Dai Thang thanked the Ministry of National Defense, the General Staff, relevant departments and agencies, and especially the Hanoi Capital Command for their important contribution to the city’s local defense work in 2025.
He said 2025 saw complex and unpredictable developments globally and in the region, including intensified strategic competition among major powers, conflicts, natural disasters, climate change, and serious non-traditional security challenges. Domestically, the entire political system was focused on implementing major historic policies and decisions, while hostile forces increased sabotage activities, particularly online.
Against that backdrop, he said that with close leadership and direction from the central government and the city Party Committee, and strong action across the political system, Hanoi maintained socio-political stability and fulfilled comprehensive socio-economic targets and local defense tasks in 2025, as well as across the 2020–2025 term.
The city advanced administrative streamlining, implemented the two-tier local government model, improved institutions and policies for capital development, and mobilized resources more effectively.
He said Hanoi met or exceeded all 24 key targets in 2025. GRDP growth reached 8.16 percent. State budget revenue exceeded VND670 trillion (US$26.8 billion). FDI attraction surpassed US$4.2 billion. Progress in culture, education, health care, and social welfare was maintained.
Reviewing local defense work results, Thang said all levels and sectors worked to complete tasks comprehensively. The city continued to fulfill state management functions in national defense, linking socio-economic development with stronger military and defense capacity, and issued timely People’s Council resolutions on building the defensive zone and on policies for militia forces.
The capital’s armed forces maintained strict combat readiness, proactively advised on effective responses to emerging situations, safeguarded political security and public order, and actively participated in disaster prevention, response, and search and rescue.
Hanoi also advanced planning for the military posture within the defensive zone, coordinated closely with Ministry of National Defense agencies to address outstanding issues, and achieved or exceeded targets in training, conscription, and defense and security education. Defense external relations and policies for military families were also carried out effectively.
For 2026, the chairman called for thorough implementation of central and city resolutions, continued strengthening of the city's defensive zone, strict combat readiness, and strong security and safety for major political events. He also urged decisive progress on key tasks, training and exercises on schedule, and strong preparation for activities supporting the nation’s sea and islands.
For outstanding achievements in local defense work in 2025, many collectives and individuals received recognition and awards from the Party, the State, and the military.
