Overview of the working session.
The meeting reviewed preparations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 term and examined the organization of Lunar New Year of the Year of the Horse 2026 care activities.
Reporting to the delegation, representatives of the wards and communes said leadership, direction and implementation of election tasks had been carried out seriously and in a coordinated manner, closely following regulations and guidance issued by the Central Government, the Hanoi Party Committee and the city Election Committee.
Local Party committees and authorities proactively issued plans and guidance documents, fully consolidated election-related bodies and clearly assigned responsibilities. This ensured comprehensive Party leadership and close coordination among the Standing Committees of the People's Councils, People's Committees and Vietnam Fatherland Front committees at the same level throughout each stage of implementation.
The designation of electoral units, determination of polling stations and establishment of Election Committees and Polling Teams were carried out in line with procedures and timelines. Localities also focused on preparing facilities, developing communication plans and organizing professional training for personnel involved, creating a solid foundation for a democratic, safe and lawful election.

To date, all wards and communes have completed the required steps in line with the city's overall schedule. Notably, the consultative process was conducted seriously and in accordance with regulations, ensuring democracy, openness and transparency, with the second round of consultations completed as planned.
Procedures for nominating candidates, receiving candidate dossiers and compiling and posting voter lists were implemented rigorously. Coordination with ward and commune-level police units was maintained to review population and residency data, ensuring accuracy and compliance. Preparations for voter meetings and election campaigning continue to be developed and implemented in line with guidance, while maintaining ideological stability and building public consensus.
Throughout the preparation process, localities also paid close attention to ensuring political security and social order, proactively monitoring grassroots developments and promptly addressing emerging issues.
In his concluding remarks, Toan acknowledged the serious and thorough preparation efforts of the wards and communes. Based on the reports, election preparations and the implementation of policy and legal tasks were being carried out methodically and in the right direction.
He also praised the quality of proposed candidates, noting compliance with regulations and laws as well as fairness and objectivity. Emerging issues were reviewed and resolved promptly.
For the period ahead, Toan urged grassroots Party committees and authorities to continue viewing election work as a particularly important political task. He stressed that it reflects the leadership capacity of Party committees, the management and administrative capacity of local governments and the close and coordinated operation of the entire political system under the two-tier local government model.

He called for absolute avoidance of errors in election organization and for strict maintenance of security and order. Communication efforts should be further strengthened in diverse forms, leveraging grassroots officials who are close to the people to foster a genuinely enthusiastic atmosphere, making the election a true nationwide event.
Tasks should be implemented with urgency, responsibility and effectiveness, combined with strong communication so residents can clearly see positive changes brought about by the two tier government model.
Regarding election organization, Toan emphasized that the selection of Polling Team personnel must be handled with great care, ensuring participants have sufficient capacity, experience and a strong sense of responsibility. Key leaders must be directly involved and fully grasp local conditions and personnel.
All election procedures must be carried out strictly and in full compliance with the law, without complacency at any stage. Any petitions, feedback or complaints arising must be handled promptly and in accordance with regulations.
On preparations for the Lunar New Year of the Year of the Horse 2026, Toan acknowledged the proactive efforts of localities in caring for residents, especially in the first year of implementing the two-tier local government model.
He urged a continued focus on supporting policy beneficiary groups and ensuring that no resident is left without Tet. At the same time, localities should ensure security and order, traffic safety, fire prevention and food safety so that people can enjoy a joyful, safe and economical Lunar New Year.
