The conference was chaired by Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, together with Party Central Committee member, Deputy Secretary of the municipal Party Committee and Chairman of the Hanoi People's Committee Vu Dai Thang, Deputy Secretary of the municipal Party Committee and Chairwoman of the Hanoi People's Council Phung Thi Hong Ha and Deputy Secretary of the Hanoi Party Committee Nguyen Trong Dong.

Attending the conference were members of the Standing Committee of the Hanoi Party Committee, leaders of the People's Council and People's Committee, city departments, wards and communes, as well as collectives and individuals with outstanding achievements in land clearance work.
Reporting on land clearance progress for key transport projects, Vice Chairman of the Hanoi People's Committee Truong Viet Dung said land clearance has been identified as a decisive factor affecting the progress and effectiveness of investment in the capital's transport infrastructure.
As a result, land clearance has been carried out in a coordinated manner for many major projects, including seven Red River bridges and key ring roads and national highways, such as Ring Road 1, Ring Road 2.5, National Highway 6, National Highway 1A and National Highway 21.

Despite the large workload, the wide impact area and complex implementation conditions, land clearance has recorded important results thanks to the strong involvement of the entire political system and close coordination among departments, sectors, wards and communes.
Long-standing bottlenecks have been gradually removed, helping ease traffic congestion, reduce urban fragmentation and create a foundation for accelerating investment and completing the city's backbone transport infrastructure.
These efforts also carry long-term significance for urban renewal and improving residents' quality of life.
For the seven Red River bridge projects, the city has completed land clearance for two bridges, namely Hong Ha Bridge and Me So Bridge. For the remaining five bridges, land clearance is being implemented across multiple wards and communes involving large areas of residential land, agricultural land and public land.
Local authorities have developed specific plans and timelines and committed to meeting clearance milestones in line with city requirements.

For road projects, land clearance has been completed for Ring Road 1 on the Hoang Cau–Voi Phuc section and for Ring Road 4 of the Capital Region. Meanwhile, Ring Road 2.5, National Highway 6, National Highway 1A and National Highway 21 are undergoing large-scale clearance involving many localities and households, especially in relation to the relocation of graves in line with local customs.
Ward and commune authorities have proactively held public meetings, disclosed project information, conducted asset inventories, prepared compensation support and resettlement plans and coordinated with relevant departments to address emerging issues, aiming to complete clearance as scheduled.
Speaking at the conference, Deputy Secretary of the Hanoi Party Committee Nguyen Trong Dong said the city will implement many major projects in the coming period, making land clearance particularly important.
Noting that land pricing from January 1, 2026, will follow a National Assembly resolution, he called on the Hanoi People's Committee to announce compensation land price coefficients for application from that date.
He also urged localities to continue focusing on grave relocation from now until the 23rd day of the twelfth lunar month and asked the People's Committee to direct relevant departments to prepare resettlement areas of sufficient scale with adequate infrastructure to serve affected residents.

Concluding the conference, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc thanked and congratulated collectives and individuals for their strong efforts in helping the city maintain progress in land clearance for key projects in recent times.
He said current land clearance mechanisms and policies have become more appropriate and more supportive for affected residents, especially in terms of temporary accommodation and resettlement, which now offer better infrastructure.
He also noted that improved communication and public outreach by the city and local authorities have provided transparent information and helped build public consensus. These efforts have also helped spread good practices and effective experience in land clearance across the city.

Regarding tasks ahead, Ngoc directed departments, sectors and localities to implement solutions in a coordinated manner and continue building consensus among residents to ensure land clearance progresses according to approved plans and schedules, especially for the remaining five bridge projects: Ring Road 2.,5 National Highway 6 and National Highway 1.

He stressed that completing land clearance on schedule is vital to reducing traffic congestion, improving urban order and advancing urban renewal. Once cleared, these projects also create greater confidence for businesses to invest and provide better development conditions for local residents.
Ngoc expressed confidence that with accumulated experience, a strong sense of responsibility and continued public support, land clearance for major projects across Hanoi will meet the planned timelines and targets.
