In her closing remarks on the morning of January 27, Phung Thi Hong Ha, Deputy Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council, said the council had reached a consensus to pass several key resolutions at this session.

First, on economic, budgetary and investment matters, the Hanoi People's Council resolved to adjust and supplement the 2026 public investment plan and to specify criteria for compensation, support and resettlement. These decisions provide an important legal basis to accelerate project implementation, especially key projects carried out under the special mechanisms of National Assembly Resolution No. 258/2025/QH15.
Second, on capital development planning, the council approved policy orientations for the project "Smart Hanoi City to 2030 with a Vision to 2045," the Multi-Purpose Urban Area Project and the adjusted Housing Development Program for the 2021–2030 period. It also agreed on policy directions for major public-private partnership projects in the West Lake area and along National Highway 1A.
"These decisions, together with the 100-year Capital Master Plan vision and the breakthrough, outstanding policies of the Capital Law, will continue to be incorporated into the forthcoming amendments to create a new, modern and sustainable face for Hanoi in the coming period," Ha emphasized.
The session carried out the dismissal and supplementary election of members of the Hanoi People's Committee.
Third, the session reviewed issues related to social welfare and administrative organization. The Hanoi People's Council adopted regulations on medical service pricing and, notably, policies to attract and retain talented individuals. It also carried out personnel work in line with regulations and authority to further consolidate the city's administrative apparatus.
According to the chairwoman, the success of the session marks an important starting point for the city's plans and work programs in 2026. She therefore urged the Hanoi People's Committee and all levels and sectors to promptly implement the adopted resolutions.
"Priority and urgent tasks require unity, urgency and responsibility, with agencies moving immediately into action with the spirit of acting now, acting quickly, acting correctly, acting effectively and following through to completion," said Ha.
Hanoi leaders present flowers to congratulate newly elected members of the Hanoi People's Committee.
"The city must not miss opportunities, as directed by the General Secretary for the capital. Every policy decision and investment project must preserve traditional values, shape cultural space and build innovation capacity, aim at delivering prosperity and happiness for the people and creating breakthrough progress as early as 2026," Ha stressed.
At the session, the Hanoi People's Council dismissed Tran Anh Tuan from the position of member of the Hanoi People's Committee for the 2021–2026 term following his reassignment to another post. The council also elected additional members of the Hanoi People's Committee for the 2021–2026 term, including Nguyen Minh Long, Director of the Department of Home Affairs; Cu Ngoc Trang, Director of the Department of Science and Technology; Nguyen Van Hien, Director of the Department of Education and Training and Nguyen Ngoc Tu, Director of the Department of Finance.
