Attending the meeting were Tran Thanh Nam, Deputy Minister of Agriculture and Environment; Nguyen Manh Quyen, member of the Standing Board of the Hanoi Party Committee and Vice Chairman of the Hanoi People's Committee; leaders of departments and agencies under the Ministry of Agriculture and Environment; leaders of Vietnam National University of Agriculture; and representatives of Hanoi's departments and agencies.

At the meeting, Professor Dr. Nguyen Thi Lan, Director of the Vietnam National University of Agriculture, said that in October 2022, Vice Chairman Nguyen Manh Quyen held a working session with the university and listened to several proposals on developing Hanoi's agriculture.
In recent years, with guidance and support from the Hanoi People's Committee and the Ministry of Agriculture and Rural Development, now the Ministry of Agriculture and Environment, the university has coordinated with the Hanoi Department of Agriculture and Environment to implement various activities and achieve initial results.
Specifically, the Vietnam National University of Agriculture has carried out programs on staff training and agricultural model development, contributed policy recommendations, addressed emerging issues in the agricultural sector, and participated in the appraisal of applied research projects supporting agricultural development in Hanoi.
However, Professor Dr. Nguyen Thi Lan also acknowledged that several proposed contents have not yet been implemented and that some targets for concrete products have not been met. She expressed hope that city leaders would continue to provide direction and support to resolve existing obstacles.
Representatives of several units under the Ministry of Agriculture and Environment noted that the Hanoi Department of Agriculture and Environment has been proactive and active in implementing central government policies and guidelines on agricultural development.

Most participants agreed that Hanoi does not lack specific mechanisms or policies. The main challenge lies in implementation, which requires continued attention and direction to ensure cooperation efforts are substantive, effective, and capable of leaving a clearer mark.
According to Nguyen Xuan Dai, Director of the Hanoi Department of Agriculture and Environment, the department has worked closely with the Vietnam National University of Agriculture in recent years to implement cooperation activities and has achieved positive initial results, particularly in science and technology transfer and human resource training.
Regarding the eight proposals presented by the Vietnam National University of Agriculture, leaders of the Hanoi Department of Agriculture and Environment said they would continue working with the university to conduct research and advise the Hanoi People's Committee on a specific cooperation program for future implementation.
Speaking at the meeting, Deputy Minister Tran Thanh Nam emphasized that Hanoi and the Vietnam National University of Agriculture should further study and clearly identify the city's unique potentials and advantages.
This would help shape a development path for Hanoi's agriculture that is distinct from other provinces and cities nationwide, including the creation of characteristic agricultural economic models and the development of specialty products bearing Hanoi's identity.
In his remarks, Vice Chairman Nguyen Manh Quyen stressed that Hanoi aims to develop a multi-purpose, high-value, and sustainable agricultural sector. To translate this orientation into practice, strong participation and close cooperation from the Vietnam National University of Agriculture and relevant units under the Ministry of Agriculture and Environment are essential.
City leaders assigned the Vietnam National University of Agriculture to develop a "framework architecture for Hanoi's agricultural development" in the coming period. "The spirit is that whatever the university can do for Hanoi, the city will fully support and accompany it," Nguyen Manh Quyen affirmed.

He also noted that Hanoi has already developed many OCOP products and outstanding craft village products that are recognized by consumers at home and abroad. The task ahead is to elevate these into distinctive products that carry the unique imprint of the capital.
Echoing views raised by representatives of the Ministry of Agriculture and Environment, Nguyen Manh Quyen requested the Hanoi Department of Agriculture and Environment to continue close coordination with the Vietnam National University of Agriculture to advise on signing a cooperation program between Hanoi and the Ministry of Agriculture and Environment.
During the preparation of the agricultural development plan for the next period, he stressed that the department should fully leverage the amended Capital Law as well as resolutions of the central government and Hanoi.
He underlined the importance of practical application so that research outcomes translate into real-world results, generate concrete products, and deliver high value for the agricultural sector.
