A priority area is the development of the urban railway system, which plays a crucial role in modernizing transport infrastructure, easing congestion and improving residents' quality of life. AFK Sistema said it is ready to share experience, technological solutions and management models to support Hanoi in implementing urban transport projects effectively and sustainably, particularly underground metro construction technologies.

The group also expressed interest in cooperation on technology platforms serving administrative management, public security and smart city development.
According to AFK Sistema representatives, the synchronized application of digital solutions would help improve governance efficiency, enhance transparency and strengthen the ability of urban authorities to respond quickly to emerging challenges.
Notably, AFK Sistema showed strong interest in developing a closed telecommunications network with advanced features. This infrastructure model allows strict control of data flows, helping minimize unwanted content such as intrusive advertising, malware and common cyberattacks. The solution could play an important role in ensuring cybersecurity and information safety for state management agencies, critical infrastructure systems and Hanoi's smart city services.
Ambassador Gennady Stepanovich Bezdetko also expressed hope that both sides would actively promote efforts to soon complete procedures for building the Moscow House in Hanoi.
Briefing participants on Hanoi's recent development, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said the capital's master planning orientation with a 100-year vision is closely linked to infrastructure capacity and follows a multi-polar, multi-center and multi-layer development model. In this framework, transport, energy, water supply, drainage and digital infrastructure play key roles.
The goal is to create a balanced economic development space while addressing long-standing urban challenges, such as traffic congestion, flooding and environmental pollution. On that basis, Hanoi identifies science and technology, innovation and digital transformation as the core drivers of its future economic development model.

Welcoming AFK Sistema's cooperation proposals, Ngoc said smart city development is an inevitable trend in the modernization process of the new era and technology must be forward-looking. With an area of more than 3,300 square kilometers, Hanoi requires a comprehensive and detailed plan to build and operate a smart city model, covering both technological and financial aspects.
The Hanoi Party Secretary emphasized that the city prioritizes attracting projects with high technological content and smart solutions in urban management, digital infrastructure, telecommunications, data and other key fields. Hanoi also values AFK Sistema's experience, solutions and strengths in technology, telecommunications and digital infrastructure.
