Attending the closing session were Politburo members and city leaders including Vu Dai Thang, Member of the Party Central Committee, Deputy Secretary of the Municipal Party Committee and Chairman of the Hanoi People's Committee, along with Phung Thi Hong Ha, Deputy Secretary of the Municipal Party Committee and Chairwoman of the Hanoi People's Council, members of the Standing Committee of the Municipal Party Committee and leaders of the city administration and the Vietnam Fatherland Front of Hanoi.

In her closing remarks, Chairwoman of Hanoi People's Council Phung Thi Hong Ha said that after two days of active, focused and democratic deliberations, the 29th session of the 16th Hanoi People's Council had completed its full agenda.
At the session, the People's Council reviewed key matters to implement the National Assembly resolution on piloting special mechanisms and policies for major and important projects in the capital and other tasks within its authority.
These decisions aim to strengthen the institutional framework, remove policy and legal bottlenecks and issue strong breakthrough regulations on decentralization and delegation to advance major projects in Hanoi.
After two days of work, the People's Council delegates approved resolutions with a very high level of consensus.
Among them were four resolutions detailing the National Assembly resolution adopted at its tenth session, including regulations on dossiers, conditions, processes and procedures for implementing major and important projects in the capital.
The People's Council also approved the investment policy for the Red River landscape boulevard project and adopted a resolution on the investment policy for the Olympic Sports Urban Area project.
It also approved the 1:2000 zoning plan for the Olympic Sports Urban Area, reflecting a long-term vision and a new development mindset that aims to shape a modern, green and attractive urban landscape for the capital.
In addition, the People's Council passed two resolutions amending and supplementing provisions of Resolution No. 69/2025/NQ-HDND and Resolution No. 48/2025/NQ-HDND to immediately address outstanding issues related to socio-economic development, budget allocation and urban renewal and construction.
According to Chairwoman Ha, thorough preparation by the city administration and departments, careful review by the People's Council committees and active input from scientists, researchers and the Vietnam Fatherland Front helped clarify the issues presented and ensure that feedback was fully incorporated into the resolutions.
She said the adopted resolutions reflect the collective intelligence and strong consensus of the People's Council, as well as close coordination among agencies and in-depth contributions from experts and scholars.
These mechanisms, policies and major projects need to be implemented immediately and are expected to have wide-ranging impacts as a catalyst for socio-economic development, improved governance and the resolution of pressing public concerns.
She called on the city administration, agencies and local authorities to promptly develop concrete implementation plans and organize swift execution so that the resolutions can take effect as soon as possible.

She also expressed her hope that People's Council delegates would continue to uphold their role as representatives of the people and maintain close oversight of the implementation of these resolutions.
Emphasizing that only a few days remain before the end of 2025, she noted that the city still faces heavy tasks in the final days of the year that require continued collective effort across the political system.
These include preparations for the 14th National Party Congress and the upcoming elections of the 16th National Assembly and People's Councils at all levels for the 2026–2031 term.
At the same time, the city must accelerate the final phase of implementing the resolution of the 18th Hanoi Party Congress and the resolutions of the People's Council to achieve growth targets and key socio-economic, defense, security and external relations goals for 2025 and the 2026–2030 period.
She stressed the need to further improve living standards for residents and ensure thorough preparations for a warm and happy Lunar New Year of the Horse in 2026.
Affirming the success of the 29th session, Ha expressed her sincere thanks to the Secretary of the Municipal Party Committee, leaders of central agencies, National Assembly deputies, city leaders, departments and distinguished guests for their guidance and participation.
She also thanked People's Council delegates for their full attendance and strong sense of responsibility, solidarity and commitment alongside the city authorities and the people of Hanoi. Since the term of the 16th Hanoi People's Council for 2021–2026 is nearing its end, she said the council can take pride in having overcome many difficulties and challenges.
With the support of central authorities, Ha affirmed on the leadership of the municipal party committee and the trust of voters and residents, stated that the city has shown resilience, adaptability and determination while maintaining unity and achieving comprehensive results on major and important issues of the capital.
