Working three shifts with four crews through the holiday and Tet
Thang and the delegation inspected works on the Thuy Phuong Canal renovation project, an urgent intervention to supplement water for the To Lich River and strengthen solutions for localized flooding in the Resco, Ecohome, Diplomatic Corps, Tay Ho Tay, Ciputra and surrounding areas.
The Hanoi People's Committee issued an emergency construction order for the project under Decision No. 5520/QD-UBND dated November 10, 2025 and approved the investment under Decision No. 619/QD-UBND dated February 9, 2026.
The project is being implemented in Dong Ngac, Xuan Dinh and Nghia Do wards with a total investment of VND920.6 billion (US$36.2 million) from the city budget.
Under the approved objectives, it focuses on three main tasks: improving drainage capacity for a catchment area of about 350 hectares, including major flooding hotspots such as Dong Ngac, Resco, Ecohome, the Diplomatic Corps area, Tay Ho Tay, Ciputra, Starlake and surrounding areas; ensuring stable supplementation for the To Lich River at a flow rate of 5 cubic meters per second; and supporting irrigation for about 36 hectares of existing agricultural land slated for future urbanization.

In terms of scale, the project includes upgrading the Thuy Phuong pumping station to handle both water supplementation and drainage with a capacity of 5 cubic meters per second, combined with a forced drainage system discharging into the Nhue River during high water levels, as well as the construction of a gravity drainage culvert along the riverbank.
The existing section of the Thuy Phuong Canal, about 3.6 kilometers long, will be comprehensively renovated. From Pham Van Dong Road to the To Lich River, the project will construct a 3x3-meter box culvert stretching about 4 kilometers along Hoang Minh Thao and Vo Chi Cong streets.
The system will also include regulating gates and technical structures to ensure that wastewater does not enter the conveyance flow during water supplementation.
Under the schedule, flood prevention components are scheduled for completion by April 30, 2026, including the installation of the pumping station, operation of water conveyance through the 3.56-kilometer open canal section, and the completion of approximately 2 kilometers of box culvert along Hoang Minh Thao Street.
By June 30, 2026, the project aims to complete the canal landscaping works, restore the Hoang Minh Thao road surface, and finish the box culvert section along Vo Chi Cong Street, paving the way for the official supplementation of water to the To Lich River.

Thang and the delegation later inspected the progress of the Thuy Phuong 2 regulating lake project in Dong Ngac Ward. The Hanoi People's Committee issued an emergency construction order under Decision No. 6077/QD-UBND dated December 7, 2025, and approved the project investment under Decision No. 362/QD-UBND dated January 26, 2026.
The project has been classified as urgent and is expected to reduce flooding at key hotspots during the rainy season. It is being built in Dong Ngac Ward with a total investment of VND717 billion (US$28.2 million) from the city budget.
The project aims to develop a regulating lake with a total capacity of about 0.5 million cubic meters, including active storage of roughly 0.4 million cubic meters, to support water regulation, increase storage capacity and improve the urban environmental landscape.
When completed, the lake will create an additional secondary drainage axis, making drainage to the Nhue River more proactive and flexible. The project is also expected to reduce flooding risks around Lien Mac Market and the Tay Thang Long arterial road. Hanoi targets the completion of key items before April 30, 2026 to serve flood prevention work.
Main tasks include building a 1,952-meter embankment around the lake and excavating about 730,000 cubic meters of soil for the lakebed. Landscape finishing items are expected to be completed before May 31, 2026, including closing the embankment crest, slope works, guardrails, a lakeside walking path and lighting.
Once completed, the Thuy Phuong 2 regulating lake project will not only improve drainage capacity but also create additional ecological space, contributing to better environmental quality and an improved urban appearance for the area.
Thang and the city delegation then visited, inspected and extended New Year greetings to the unit implementing Package No. 49, the interceptor sewer system for the Lu River under the Yen Xa wastewater treatment system project.
The package is being implemented in Kim Lien, Phuong Liet and Dinh Cong wards with the goal of collecting wastewater along the Lu River and conveying it to the Yen Xa wastewater treatment plant for treatment at a flow of about 75,000 cubic meters per day and night.
The package contract value is more than VND672.7 billion (US$26.5 million) and the contract duration is 720 days. Under the approved scale, the interceptor sewer system has a total length of about 7,876 meters.
Of this, about 3,852 meters will be built using open-cut excavation with multiple pipelines ranging from 315 millimeters to 1,200 millimeters in diameter. About 4,024 meters will be built using trenchless microtunneling, including reinforced concrete pipelines with diameters of 1,200 millimeters and 1,500 millimeters.
Regarding the overall Yen Xa project, Package No. 1, the plant construction and Package No. 2, the pipeline along the To Lich River have been completed and have been in operation since June 2024, with treatment capacity reaching about 230,000 cubic meters per day and night. The two remaining components now under implementation are the Lu River interceptor system, Package No. 49 and the collection system for the Ha Dong area and new urban zones.
Although Package No. 49 is contractually scheduled for completion in October 2027, the Hanoi People’s Committee has directed the project management unit to accelerate construction, targeting basic completion in 2026.
The contractor has committed to mobilizing additional manpower and equipment and organizing work in three shifts with four crews through holidays and Tet. During the 2026 Lunar New Year holiday, the contractor assigned 25 personnel, including workers, machine operators and technicians and deployed equipment to work through Tet.
The first D1500 microtunneling drive was launched today, marking a key technical milestone. According to the project management unit, successful completion of the initial drive will pave the way for simultaneous deployment of additional drives, helping meet the city’s timeline.
Targeting schedule completion and early effectiveness of the works
At inspection sites, Thang acknowledged the strong sense of responsibility demonstrated by investors, contractors and construction teams who worked through the Lunar New Year and maintained construction momentum. Multiple work fronts were organized in three shifts with four crews from the first days of the new year, helping keep progress on key drainage and environmental projects.
He also commended units for proactively addressing challenges related to site clearance, weather conditions and work organization, particularly maintaining Tet duty forces for critical tasks. The immediate resumption of microtunneling, open-cut works and lake embankment construction after the holiday was described as a positive signal, creating momentum toward 2026 targets.
Highlighting requirements for the period ahead, Thang asked project management units and contractors to continue maintaining the spirit of working through Tet and to focus intensively on critical path items, especially tasks serving flood prevention before the rainy season.
Units were instructed to review the overall schedule and ensure sufficient manpower, equipment and materials to maintain continuous construction without interruption. Along with schedule requirements, the city leader placed special emphasis on labor safety, environmental sanitation and site security and order.
Construction must strictly comply with technical regulations and include shielding measures, traffic diversion plans and maximum efforts to minimize impacts on residents in project sites.
Thang also called for closer coordination with local authorities to swiftly address obstacles related to site clearance, technical infrastructure and construction organization, with the aim of meeting key milestones and accelerating the projects’ effectiveness in flood control, environmental improvement and urban infrastructure enhancement.
On the occasion of the new spring, Thang extended wishes of health, safety and success to all officials, engineers and workers staying on site day and night. He also expressed confidence that units will continue their efforts and determination to complete projects on schedule, ensuring quality, safety and urban aesthetics.
