National Assembly Chairman Tran Thanh Man highly appreciated the city's serious and well-structured preparation of reports on the capital's 100-year development vision, the capital master plan, and urban planning, together with growth orientations and targets aimed at achieving double-digit growth in the next phase.

He congratulated Hanoi on building upon achievements accumulated over multiple terms, especially during the most recent term, with particularly impressive results in 2024 and 2025.
Despite a challenging overall context, Hanoi still recorded GRDP growth of 8.16 percent, average income of about $7,200 per capita, state budget revenue of more than VND500 trillion (US$20.0 billion) in 2024, and over VND700 trillion (US$28.0 billion) in 2025. These figures, he said, clearly reflect the capital's role, position, and strong momentum.
On institutional issues, the National Assembly Chairman noted that the Central Government, the Politburo, the Secretariat, the National Assembly, and the Government have in recent years paid particular attention to Hanoi.
This is reflected in the 2024 revision of the Capital Law and the issuance of key resolutions, including Politburo Resolution No. 15-NQ/TW and National Assembly Resolution No. 258/2025/QH15, which pilot special mechanisms and policies for major and important projects in the capital.
These special mechanisms and policies have expanded Hanoi's authority, including granting the city greater autonomy in capital planning. The National Assembly has also authorized the Prime Minister to issue special mechanisms and policies, including those that differ from existing laws, to support national development, with Hanoi as a key beneficiary.

Regarding the proposal to amend the Capital Law, Chairman Tran Thanh Man asked relevant agencies to urgently review procedures, consider the feasibility of applying a fast-track process, and provide Hanoi with a clear and timely response.
On the 100-year vision capital master plan, he emphasized the need for longer-term thinking and a broader strategic horizon. The plan should be based on population trends, development conditions, and current as well as future investment capacity.
He also suggested that Hanoi study the experience of major global cities such as Shanghai, Beijing, and Singapore, and consider hiring international consultants for both plan preparation and independent review. Once approved, the plan should be adjusted as little as possible to ensure stability and consistency.
The National Assembly Chairman expressed his hope that Hanoi would strive to complete the master plan in 2026 and develop a dedicated exhibition and model space presenting the capital's comprehensive socio-economic, cultural, and national defense and security development vision. This space would serve both management purposes and public engagement and promotion.
On development resources, he stressed that Hanoi should continue to lead in science and technology, innovation, and digital transformation, with particular attention to emerging fields such as artificial intelligence. Advancing science and technology, he said, not only creates new growth drivers but also improves labor productivity, urban management quality, and residents' quality of life.
At the same time, Hanoi needs to focus on building a high-quality cadre of officials who can meet the capital's development requirements in a context of deep international integration. This requires professional capacity and governance thinking on par with leading cities in the region and worldwide. He also underscored that mobilizing and using capital effectively is a decisive factor in implementing Hanoi's major plans and projects.
Affirming that the National Assembly will support key proposals from the Government related to Hanoi, Chairman Tran Thanh Man expressed confidence that the capital will continue to uphold its traditions and development aspirations, make full use of special mechanisms and policies, and achieve even stronger breakthroughs in the time ahead.
